A PROPOSAL TO THE CITY OF SUNNY ISLES BEACH: Public Safety Master Planning SCOPE OF WORK TASKS: 1. Develop a Police Department Master Plan with Dispatch Element We will develop a Police Department Master Plan that relates to the current services and the anticipated needs of the department in the next 10 years. The plan will be based on current and projected growth in the City; current and future practices, programs, staffing, structure, equipment, automation, costs, initiatives, stakeholder input; and the anticipated demands on the police department over the next 10 years. The plan will include state-of-the-art plans and activities within the department and those that the city/department may wish to consider for the future. CBI plans to develop the Police Department Master Plan within four months. 2. Develop a Police Department Policy Manual ""- We will develop a model police policy manual that incorporates the department's existing policies, revise existing policies as necessary, develop new policies as needed, reformat the structure of the policies to be consistent with CALEA standards, and submit the policies for approval by the Chief of Police. CBI plans to submit the manual within four months. 3. Develop a Disaster Response Plan We will develop a Disaster Response Plan that can serve as a stand-alone action document relative to managing natural or manmade disasters. The plan will include risks, the existing plans and documents relative to disaster planning, mutual aid plans and agreements, resources available, needed resources, roles, responsibilities, equipment, communications links, medical resources/facilities, command center, notification procedures, transportation corridors, uninterrupted power supply (UPS), l"'" , I. e",,,, .,"',,, & A~I"", 1,< 8
