Russo, City Manager <br /> DATE: May 15, 2003 (A <br /> RE: RESCINDING OF RESOLUTION ESTABLISHING CITY MANAGER'S <br /> FINANCIAL ADVISORY COMMITTEE <br /> RECOMMENDATION <br /> It is recommended that the City Commission approve the attached resolution rescinding <br /> Resolution No. 2001-382, which established the City Manager's Financial Advisory Committee <br /> ("Committee") and approved the appointment of three members. <br /> REASONS <br /> The Committee is structured as an informal panel of financial experts who assist the Manager <br /> with various decisions that have a fiscal impact on the City. They do not make formal <br /> recommendations,nor do they make decision for the Manager. <br /> Sometimes the need arrives with short notice to meet and deliberate over various issues. It is not <br /> feasible to meet standard notice requirements for meetings of this nature. The Office of the City <br /> Attorney has informed us that because the Commission officially appointed this informal <br /> committee, it is subject to requirements of the Sunshine Law that we simply cannot meet. <br /> Therefore, the request is to dissolve the formal appointment of the Committee and allow the <br /> Manager to appoint these residents administratively. <br /> ADDITIONAL INFORMATION <br /> The City Manager's Financial Advisory will still exist; however, it will not be a Commission <br /> appointed committee, which will alleviate the need to notice each and every meeting.
