Russo,City Manager ,ry
DATE: June 19, 2003 lam"
RE: GUARANTEED MAXIMUM PRICE FOR NEW CITY HALL, PARKING
GARAGE AND TONY ROMA'S BUILDINGS
RECOMMENDATION
It is recommended that the City Commission approve the attached resolution establishing a
Guaranteed Maximum Price ("GMP") for the new City Hall, Parking Garage and Tony Roma's
Restaurant Buildings.
REASONS
In October of last year, the City Commission approved a resolution authorizing the City Manager
to bifurcate the GMP for the Tony Roma's Restaurant from the City Hall complex, in order to
negotiate certain levels of quality and finishes desired by the City Commission, while remaining
on schedule for the construction of the City Hall complex. We have now received a GMP
proposal, inclusive of the new City Hall, Parking Garage and Tony Roma's Restaurant, from our
general contractor and construction manager - The Weitz Company ("Weitz"). The proposal is
in the amount of Fourteen Million Nine Hundred Ninety-Two Thousand Fifty Dollars
($14,992,050.00) and breaks the construction into two phases.
ADDITIONAL INFORMATION
Instead of the "basic" building concept used in our original proposal (to strategize the most for
favorable cost), the City has now developed a plan for a high quality building, as envisioned by
the Commission from the beginning. This will set an example for future development in the
City, in such areas as parking garage construction and facade and use of art in public places,
while still remaining over 35% less costly than the original City Hall Project. With the time
value of money, this project is less than 1/2 the cost originally anticipated.
Sunny Isles Beach Resolution No. 2002-419 qualified and ranked the prospective construction
management firms, and authorized the City Manager to negotiate with them for contract
City Hall-Gam For cm Hall,Garage&Roma Agenda Memo Agenda Item
Date
