Acquaro, Human Resources Director
Date: December 1,2004
Re: POLICE STEP PAY PLAN RECOMMENDATION
Recommendation:
It is recommended that the City Commission adopt the attached resolution.
Reasons:
The City hired the Mercer Group, a professional human resources consulting group, in fiscal year
2004 to conduct a salary market survey for benchmark positions and to update the City's overall
compensation plan, which they have recently completed. The results and recommendations of a key
portion of the market survey that concentrated on the Police Step Plan and the positions of Police
Officer and Police Sergeant are herein addressed.
The proposed budget modification will provide for a competitive 8-step compensation plan,in lieu
of the current 10-step plan, for the positions of Police Officer and Police Sergeant. It will also
provide for a 'Master Officer' career track for those experienced and eligible Police Officers who do
not wish to apply for and take on the responsibilities of Police Sergeant but who do wish to
continue in professional development and professional recognition.
Additional Information:
This requested action addresses only one part of the consultant's review and recommendations
which is the portion with the largest financial impact. The consultant's second part of the market
survey and compensation plan review addresses the remainder of the benchmark positions and
compensation plan which will have a financial impact to a much lesser degree than the Police Step
Plan and which will be addressed at a future date.
Agenda Item I 0 H.
Date I Z—oq—o4
