<br />WHEREAS, the proposed reVISions to the current Impact Fee Ordinance have been <br />incorporated into an Ordinance and must now be consideled by the Miami-Dade County Board <br />of County Commissioners; and <br /> <br />WHEREAS, the City of Sunny Isles Beach supports the recommcndations contained in the <br />Final Report of the Impact Fee revicw and believes that those recommendations are fair and <br />appropriatc. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: <br /> <br />Section J. Support of the Proposed Amendments to the Impact Fee Ordinance. The City <br />Commission of the City of Sunny Isles Beach supports the proposed amendments to the Impact <br />Fee Ordinance, pursuant to the recommendations of the Final Impact Fee report dated January <br />11, 2006, and including substantially the following elements, and requests it be forwarded to all <br />relevant parties: <br /> <br />. Base impact fees on the type of housing unit (e,g. single-family detached, single-family <br />attached and multi-family) and number of bedrooms, as opposed to square footage (see <br />Exhibit "A"-Impact Fee Schedule); <br /> <br />. Utilize different student generation multipliers for each of the four proposed Benefit <br />Districts to more accurately ref1ect development trends within each particular District; <br /> <br />. Increase the number of Benefit Districts fi'om three to four to allow for more representative <br />projects, as it relates to the specific area of impact; <br /> <br />. Retain the two percent administrative fee (I % each to County and School Board), currently <br />assessed within the impact fee structure; <br /> <br />. Adjust Impact fees annually using a three-year rolling average based on the increase in <br />construction costs as established by the Florida Dcpartment of Education for the allowable <br />cost for student stations; and <br /> <br />. Re-evaluate the impact fee structure, including the student generation multipliers, in three <br />years. <br /> <br />. Inclusion of affordable housing waivers, as authorized by the School Board on March 14, <br />2007, under the lollowing: <br /> <br />o Eligibility Criteria (waivers as function of AMI, to be updated annually): <br /> <br />Extreme low income (30% of AMI, or $16,750) - provide a 100% <br /> <br />Waiver; <br /> <br />Page 2 of 4 <br />
