Parker, Building Official/Director DATE: March 20, 2008 RE: Generator Incentive Plan for Gas Stations and Pharmacies RECOMMENDATION: It is recommended that the City Commission approves the Generator Incentive Plan for Gas Stations, Supermarkets, Convenience Stores, and Pharmacies in the City of Sunny Isles Beach. The City's incentive plan will consist of having an agreement with the store owners whereby businesses such as gas stations, grocery stores, pharmacies, and convenience stores, desiring to have the equipment installed, will pay for 50% of the installation cost. The other 50% will be paid by the City thru the use of Police Forfeiture Funds. It is estimated that the cost of implementing this incentive program will be between $100,000.00 and $150,000.00 to the City. The proposed effective date for the Generator's Incentive Plan will be April 28, 2008. BACKGROUND: In the past two years, due to hurricanes and other severe weather patterns, our City was exposed to long lasting power outages which greatly impacted our resident's wellbeing and the City's economy. It has been proven that for a small to mid-size business, being without power even for just a few hours can mean thousands of dollars in lost revenue. Equally important, the heath and safety of residents can be potentially compromised if power supply is not provided in the event of an emergency. In trying to address this issue, the City Commission, for an approximate period of 9 months, approved an incentive plan to wave permit fees to those gas stations, pharmacies, and grocery stores owners who would apply to install emergency generators and transfer switches in their business.
