Hines, City Clerk MEMORANDUM TO: Honorable Mayor and Commission VIA: John Szerlag, City Manager FROM: Jorge Vera, Assistant City Manager Rick Conner, Director of Public Works DATE: June 19, 2008 REGARDING: Authorizing the purchase of two GEM Model EL electric pickup trucks for the Public Works Department at a cost not to exceed $21,000. BACKGROUND The Commission recently authorized the hiring of several new employees for the Public Works Department, and included in that approval was the purchase of vehicles for those employees. We have spent a good deal of time studying alternatives, and with the help of staff members Shaun Gelvez and Ray Sellers, we have located an American manufacturer (this company is a subsidiary of Chrysler Motor Company and the plant is located in Fargo, North Dakota) of a street legal small electric pickup truck that will be ideal for our work. RECOMMENDATION We recommend that the Commission authorize the purchase of two Global Electric Motorcars (GEM) Model EL utilizing the Federal Government's GSA Catalog for local governmental agencies. The base cost of each vehicle is $9,017.74 and we will need to add several essential accessories such as bed rails and safety lights. The combined total cost for two vehicles will not exceed $21,000. This represents a savings of approximately $10,000 when compared to the purchase of gasoline vehicles, and the elimination of expenses for gasoline and oil. REASONS These vehicles are made almost entirely of aluminum, they use standard twelve volt batteries and can travel up to forty miles per charge. The have a stake-bed platform which is ideal for the work we do (hauling materials and trash), and are small enough to travel on sidewalks. They cost less than a standard pickup and can be charged from a regular household outlet. If they work as well as we expect, we will look to ultimately replace other City vehicles with these units. ADDmONAL INFORMATION We did a preliminary plan of which this is part. There will be a small annual operation and maintenance cost, which is budgeted. The expected time for delivery is two months after the order is placed. Funding is currently available.
