Hines, City Clerk <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Honorable Mayor and Commission <br /> <br />VIA: <br /> <br />John Szerlag, City Manager <br /> <br />FROM: <br /> <br />Jorge Vera, Assistant City Manager <br />Rick Conner, Director of Public Works <br /> <br />DATE: <br /> <br />June 19, 2008 <br /> <br />REGARDING: <br /> <br />Authorizing the purchase of two GEM Model EL electric pickup <br />trucks for the Public Works Department at a cost not to exceed <br />$21,000. <br /> <br />BACKGROUND <br /> <br />The Commission recently authorized the hiring of several new employees for the Public Works Department, and included in that <br />approval was the purchase of vehicles for those employees. We have spent a good deal of time studying alternatives, and with <br />the help of staff members Shaun Gelvez and Ray Sellers, we have located an American manufacturer (this company is a <br />subsidiary of Chrysler Motor Company and the plant is located in Fargo, North Dakota) of a street legal small electric pickup <br />truck that will be ideal for our work. <br /> <br />RECOMMENDATION <br /> <br />We recommend that the Commission authorize the purchase of two Global Electric Motorcars (GEM) Model EL utilizing the <br />Federal Government's GSA Catalog for local governmental agencies. The base cost of each vehicle is $9,017.74 and we will <br />need to add several essential accessories such as bed rails and safety lights. The combined total cost for two vehicles will not <br />exceed $21,000. This represents a savings of approximately $10,000 when compared to the purchase of gasoline vehicles, and <br />the elimination of expenses for gasoline and oil. <br /> <br />REASONS <br /> <br />These vehicles are made almost entirely of aluminum, they use standard twelve volt batteries and can travel up to forty miles <br />per charge. The have a stake-bed platform which is ideal for the work we do (hauling materials and trash), and are small <br />enough to travel on sidewalks. They cost less than a standard pickup and can be charged from a regular household outlet.
