It is also <br />one of our single biggest line item expenses. As you know health care has been one of the fastest <br />rising consumer cost areas. As an example, the City's rate for a single employee has increased <br />47% since 2003, not including the current proposals. <br /> <br />Health Insurance - As in previous years the city's insurance representative, Brown & Brown <br />Insurance, issued proposals to prospective firms on behalf of the City.
