<br />made as provided in Section 3. <br /> <br />Section 3. Amendments to the Bude:et. The City's annual budget may be amended from time <br />to time in the following: <br /> <br />(A) Minor Amendments. Transfers between line items within a departmental budget or <br /> <br />decreases in line items not amounting to more than 20% of the total budget of each <br /> <br />department may be made by the City Manager by written statement describing the transfers <br /> <br /> <br />and the reasons therefor. A copy of such statement shall be filed with the City Clerk and <br /> <br /> <br />delivered to the Mayor and each of the City Commissioners. A copy shall also be posted at <br /> <br /> <br />a conspicuous place in City Hall. The transfers shall become effective 14 days after posting <br /> <br /> <br />unless the Mayor or any member of the City Commission notifies the City Manager that <br /> <br /> <br />he/she wishes the transfer to be placed upon the Agenda of the next City Commission meeting <br /> <br /> <br />for consideration by the entire City Commission. A transfer considered by the Commission <br /> <br /> <br />must be approved by majority vote of the Commission. <br /> <br />(B) Other Amendments. All other budgetary transfers shall be approved by Ordinance of <br />the City Commission. <br /> <br />Section 4. Encumbrances. All outstanding encumbrances as of September 30, 1998, shall lapse <br /> <br />at that time lapse Outlay encumbrances shall be re-appropriated in the 1998-1999 Fiscal Year. <br /> <br />Section 5. <br /> <br />Checks Issued. Checks issued from, or withdrawals made from accounts maintained <br /> <br />by the City and public depositories shall be signed by the City Manager and the Finance Director <br /> <br />provided that in the event the Finance Director is not available, the City Clerk may sign in his/her <br /> <br /> <br />place. <br /> <br />Section 6. <br /> <br />Amendment of Departments.
