ORDINANCE NO. 99- (0)... AN ORDINANCE OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ESTABLISHING A PROCEDURE FOR SEMI- ANNUAL SUBMISSIONS OF ADMINISTRATIVE REGULATIONS FOR PUBLIC COMMENT AND COMMISSION ADOPTION; PROVIDING FOR THE EFFECTIVE DATE OF SUCH ADMINISTRATIVE REGULATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 3.7 of the Municipal Charter provides that the Commission shall, by Ordinance, establish appropriate procedures for reasonable notice and public comment on proposed administrative regulations prior to taking final action on same; and WHEREAS, the City Manager wishes to establish a schedule for submission of said administrative regulations for official adoption by the Commission; NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: 1. Semi-annual Submissions. The City Manager shall, on a semi-annual basis, propose administrative regulations for public comment and adoption by the City Commission. Any number of administrative regulations, may be adopted as a group, rather than individually, at the discretion of the City Commission, after reasonable notice and public comment. 2. Effective Date of Regulations. All administrative regulations promulgated by the City Manager shall be effective on the date issued by the City Manager, provided however, they shall be subsequently ratified by the City Commission pursuant to the terms of this Ordinance and the City Charter. 3. Effective Date. This Ordinance shall become effective ten (10) days after adoption. PASSED AND ADOPTED on first reading the 21 st day of January, 1999.
