Notify any applicant of the acceptance or rejection of his application and shall, upon his refusal of any License Receipt, at the applicant's request, state in writing the reasons therefore and deliver them to the applicant in accordance with Section 13 herewith. Section 197- I O. Examination of records. It shall be unlawful for any Person and/or Business to refuse to allow the City License Business Tax Officer to investigate and examine relevant records for the purpose of determining whether such Person and/or Business has a License Receipt and/or whether such Person and/or Business shall be issued a License Receipt.
