<br />Miami Beach voters will
<br />decide in a November refer-
<br />endum whether to spend up
<br />to $95 million in new bonds to
<br />transform the Miami Heart
<br />Institute into a park
<br />In a divisive 4-3 vote, the
<br />Miami Beach City Commis-
<br />sion decided Wednesday
<br />night to support the proposal
<br />ior a park referendum, made
<br />by Commissioner Simon
<br />Cruz, after four hours of con-
<br />tentious debate.
<br />"We'll never get a shot at
<br />this again, Once we lose this,
<br />we lose it. We can do nothing
<br />beller for our children than to
<br />buy this land," Cruz said.
<br />Atthe same time, the com-
<br />mission also decided to put a
<br />competing referendum - to
<br />amend the city charter so that
<br />when hospital property is
<br />rezoned, it can only become
<br />as dense as the properties sur-
<br />rounding it - on the ballot
<br />sometime next year. Origi-
<br />
<br />nally, city ofticials wanted to
<br />place the amendment on the
<br />ballot Jan. 29, when the state's
<br />tax super-exemption will be
<br />on the ballot, but City Allor-
<br />ney Jose Smith said legal
<br />restrictions prohibited that.
<br />Mount Sinai Medical Cen-
<br />ter purchased the Miami
<br />Heart Institute site, at 4701 N.
<br />Meridian Ave., for $75 million
<br />in 2000, and is now trying to
<br />sell it. Residents in the sur-
<br />rounding mid-Beach neigh-
<br />borhood are concerned the
<br />hospital may sell the property
<br />to a developer or another
<br />company that might build
<br />high-rise condos there.
<br />Mayor David Dermer, who
<br />has been a strong proponent
<br />of reierendums during his 10
<br />years in office, blasted Cruz
<br />for rushing the park bond
<br />issue to the ballot.
<br />The voting showed the
<br />division, with Dermer, Saul
<br />Gross and Malli Herrera
<br />Bower voting against the park
<br />referendum favored by Cruz,
<br />Jerry Libbin, Michael
<br />Gongora and Richard Stein-
<br />berg.
<br />Cruz and Bower are candi-
<br />dates in the race to replace
<br />Dermer, who faces term lim-
<br />its, in the Nov. 6 election.
