<br />Level Index to reflect the cost of housing, insurance, and
<br />transportation rather than wages.

<br />Delay the implementation of the Class Size Amendment at
<br />the classroom level until 2010-2011.

<br />Extend the voter-approved operating millage authority from
<br />four (4) years to ten (10) years,

<br />Allocate additional funding for low-performing schools for

<br />both administrative and instructional staffs.
