<br />.11 <br />...ii: <br /> <br />ACKNOWLEDGEMENTS <br /> <br />In May of 2007, the Ethics, Integrity and Accountability (EIA) Task Force was <br />formed to evaluate the current ethics regulations in effect in Miami-Dade County, to <br />critically assess the enabling ordinance creating the Miami-Dade Commission on Ethics <br />and Public Trust and to contemplate other initiatives to advance ethical governance in our <br />community. The ultimate goal was to forward a report with recommendations to the <br />Board of County Commissioners for legislative action. The EIA Task Force, a group of <br />experts in the field of law, government and ethics, held general meetings and <br />subcommittee meetings. The subcommittees were organized as follows: ordinance <br />review; powers and sanctions; ethics and education; ethics and elections; ethics and <br />whistleblowing and a drafting subcommittee. The drafting committee was charged with <br />assembling the recommendations and presenting them to the full committee for <br />consideration. <br /> <br />Special recognition goes out to Elizabeth Hernandez, who served as chairperson <br />and did a masterful job keeping the members focused. Furthermore, Cynthia Everett, <br />Hans Ottinot and Sam Terilli, the drafting subcommittee members, should be <br />commended for their willingness to tackle the drafting assignment. <br />The other members who also gave unselfishly of their time and made significant <br />contributions to the final product are listed below in alphabetical order: Professor <br />Anthony Alfieri, Joseph Centorino, Esq., Richard Ellis, Professor Kenneth Goodman, <br />Professor Art Kane, Justice Gerald Kogan, Professor Michael Lenaghan, Santiago Leon, <br />Mayor Manuel Marono, Professor Valerie Patterson, Valria Screen, Esq., Javier Soto, <br />Esq., and Alicia Valle, Esq.
