proposal's consistency with the City's Master Plan. Selection criteria are discussed in greater detail within this RFP. The selection and approval of a proposal shall be contingent upon the successful negotiation of and execution by the proposer of documents which shall include but not be limited to a ninety- nine (99) year ground lease, a Parking Garage, and Park Construction Agreement, a Development Agreement relating to the Garage, Park, Aquatic Entertainment Complex and other documents intended to set forth the rights and obligation of the City and the successful proposer. The proposer may submit a proposal for a Ground Lease. The contract will be awarded by the City to the Proposer whose proposal best serves the interests of, and represents the best value to, the City in accordance with the criteria set forth in the RFP and Section 62-8 of the City Code. The City reserves the right to reject any or all proposals, with or without cause, to waive technical errors and informalities, and to accept the proposal which best serves the interest of and represents the best value to the City.
