Background Summary

l\[r. l\Iartin is a professional engineer with m"er 35 years
in the area of soil mechanics and foundation
engineering. He deyelops subsurface exploration and
laboratory soil testing programs to define subsurface
conditions and engineering soil properties. He has
analyzed and de\"eloped design recommendations for
structure foundations, exca\"ations and earth strucnlres,
prepared specifications for earthwork, deep foundations,
rock anchors, \vaste settling basins, and other site-related
work.

l\[r. l\Iartin has been project Lcad Geotcchnical
Engineer on nuclear power projects, simple and
combined-cycle power plants, a pilot plant for
atmospheric tluidized bed combustion of coal, Fluc Gas
Desulphurization and Selecti\"c Catalytic Reduction
systems, and projects to reconvert oil-fired power plants
to coal firing. He has worked on projects ill\"oking
containment of licluid w'aste and disposal of solid waste,
and on a project that successfully remediated an
industrial site contaminated by PCBs (polychlorinated
biphenyls).

l\[r. l\[artin has also been Assistant Project Engineer and
Project Manager on a project to design systemwide
elements for an underground nllllle! for trackless trolley
service from downtown Boston to the South Boston
Piers area, now known as the Silver Line. As Project
Manager, he coordinated a team of consultants designing
traction power, catenary, communications, tunnel
lighting, emergency ventilation and a vehicle
maintenance facility. The budget for the design was
approximately S 12 million.

Relevant Experience

07/1973 - Present, Senior Principal
Geotechnical Engineer, Project Manager,
Shaw Environmental & Infrastructure, Inc.
\'('as Lead Geotechnical Engineer on projects to add
Fluc Gas Dcsulphurization and Selecti\"e Catalytic
Reduction systems at several existing fossil power plants,
and a project to develop a commercial real estate site.
Responsible for preparing scopes of work for subsurface
investigations and inteqJreting the results of the
investigations, performing analyses to determine
allowable bearing pressures and allmvable pile loads,
preparing spccifications for sitework and deep
foundations, and e\"aluating results of pile load tests.

Thc following is a summary of key projects:
Lead Geotechnical Engineer, Air Quality Control
System, Chalk Point Station, Units EI and E2.,
Mirant Mid-Atlantic, LLC, Aquasco, MD, 09/2006-
Present. Project includes a Selecti\"c Catalytic
Reduction (SCR) system and a Flue Gas
Desulphurization system.

,\cc{)mplishments:
Prepared specification for a subsurface im"estigation and
reviewed results of the ill\"estigation. Reviewed
specification for augered cast-in-place concrete piles.
Provided recommendations for micropiles to support
the SCR.

Lead Geotechnical Engineer, Air Quality Control
System, Morgantown Plant, Units FI and F2,
Mirant Mid-Atlantic, LLC, Newburg, MD, 09/2006
- Present. Project includes a Flue Gas
Desulphurization system.

Accomplishments:
Prepared specification for a subsurface investigation and
reviewed specification for augered cast-in-place concrete
piles.
