<br />4.b. Firm's availability: <br /> <br />The Prime Firm Architects International, Inco's offices are located in NE Miami thus allowing them timely access to the <br />project. Additionally, Mr, Crespi, AlA the Project Manager assigned to this project is totally committed to the SIB and lives <br />within walking distance to the proposed Heritage Park Site and can easily be at the site within several minutes, The other <br />firms on the Team are located throughout the Tri-County area close to major expressways and the Turnpike allowing them <br />easy access to major road to go to the site, However, everyone that lives in South Florida knows that a 10 minutes drive to <br />the corner store can be adversely affected by the time of day, the weather and a minor fender bender, Furthermore, the <br />Project Manager will have a phone list with all contact information for each key person on the Team thus having the <br />capability to communicate immediately and effectively, <br /> <br />The Prime Firms' workload is such that we have the available personnel and resources to remain available and committed <br />to the SIB. We do not foresee our workload having a significant impact due to future projects until the second or third <br />quarter of 2008, <br /> <br />5. Experience with Sunny Isles Beach <br /> <br />5.a. & 5.b. SIB Construction & Development Codes... <br /> <br />The entire Team consists of seasoned firms that have current experience within Florida and are aware that currently the <br />codes followed is the Florida Building Code 2003 (FBC) - due to our active state membership in the American Institute of <br />Architects (AlA) we are aware that there is a revision to the current FBC which will be enforced starting in February 2008, <br />Additionally the American with Disabilities (ADA) Act and requirements must be taken into consideration when designing a <br />facility, To further enhance our Team - it also consists of a LEED AP certified individual and an experienced CPTED <br />(Crime Prevention through Environmental Design) Registered Landscape Architect. <br /> <br />6. Permitting Issues <br />6.a. & 6.b. Permitting Agency Experience & Issues ... <br /> <br />Due to the size of the site and its location, a series of environmental/drainage permits will be required, In order to retain the <br />storm water runoff on site and provide the required water quality treatment, the City will be required to apply for a Class VI <br />permit (Construction of Drainage System for Non-residential Use) from DERM, If the site does not provide sufficient <br />percolation for the runoff by constructing exfiltration trench systems, the project will require the installation of drainage <br />wells, most likely for the parking structure, This will require permits from both the South Florida Water Management District <br />(SFWMD) and the Florida Department of Environmental Protection (FDEP), DERM has been delegated authority by the <br />SFWMD to review and issue the District's Environmental Resource Permits (ERP) but not the FDEP permits, <br /> <br />We also anticipate that construction of the facility will require a Class V Dewatering permit from DERM, <br /> <br />If access for Heritage Park is maintained along Galahad Blvd, then an ingress/egress permit will not be required by the <br />Florida Department of Transportation (FOOT), However, since the project abuts a State Roadway (SR A 1 A/Collins Avenue <br />and their's is missing existing access from Collins Avenue) we will still require review by the District 6 - FOOT Permits <br />office to assure that our site does not contribute any overland flow from a storm event into their right-of-way. <br /> <br />The building(s) would be processed through the SIB Building Department with the exception of any elevators and the Fire <br />Marshall with are both regulated through the State of Florida rather than local building departments, <br /> <br />City of Sunny Isles Beach <br />RFQ # 07-08-01 <br />Page 10 of 11 <br /> <br />ARC HIT E C T S .. <br />I N T I~ R N ^ T ION A L .. <br />
