<br />Summary Minutes: Regular City Commission Meeting November 18, 20 I 0 <br /> <br />City of Sunny Isles Beach. Florida <br /> <br />5. SPECIAL PRESENTATIONS <br /> <br />SA. A Proclamation to be Presented to the International Checkers Association of North <br />America Players in the U.S. Open Checkers Tournament being held November 19-28,2010 <br />at the Newport Beachside Hotel and Resort. <br />Action: Mayor Ede1cup and the Commission presented a Proclamation to Alexander <br />Rudnitsky on behalf of the International Checkers Association proclaiming November 19, <br />2010 as "International Checkers Association of North America Day" in the City. <br /> <br />58. Presentation! Announcement of Police Chief Transition. <br />Action: [City Clerk's Note: Added on Item lOT and heard during this presentation. See <br />additional action under Item lOT.] Police Chief Fred Maas announced his retirement on <br />October 14, 2010, and he was asked to stay on for a smooth transition of his successor. Chief <br />Maas introduced Captain Dwight Snyder who has been appointed by City Manager Conner <br />as the Interim Police Chief, and who is also on the list of finalists for Police Chief. <br /> <br />Captain Michael Grandinetti, on behalf of the Police Department, presented ChiefMaas with <br />a plaque with his badge mounted in it. Mayor Ede1cup added a new Resolution, Item lOT, <br />surprising Chief Maas by naming the baseball field at Pelican Community Park as "The <br />Chief Fred Maas Baseball Field", and wished him the best in his retirement. <br /> <br />6. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending <br />the City Code, Creating a New Chapter Entitled "Human Relations", to Provide <br />Recognition of Domestic Partnerships and Benefits; to Set Forth the Rights and Legal Effects <br />of Such Partnerships; Providing Employment Benefits to City of Sunny Isles Beach <br />Employees and their Domestic Partners; Containing a Severability Clause and Providing for <br />an Effective Date. <br /> <br />Action: [City Clerk's Note: City Attorney Ottinot handed out a Memo regarding Domestic <br />Partners Registration prior to the meeting.] City Clerk Hines read the title, and Assistant to <br />the City Manager/Human Resources Priscilla Walker reported noting that this Ordinance sets <br />the guidelines for domestic partner benefits, and is regulated through Miami-Dade County <br />Consumer Services Department. <br /> <br />Public Speakers: None <br /> <br />Mayor Edelcup noted a handout from the City Attorney, and City Attorney Ottinot said that it <br />clarified a process of registration of domestic partnerships with Miami-Dade County, and he <br />highlighted the fact that there is a termination provision. He noted that research has revealed <br />that there is no fraudulent conduct at other cities, like the City of Miami Beach, who have <br />adopted similar legislation. <br /> <br />2 <br />
