' Pxo�essjonah Generat Enginearinq Consultant V <br />RFQ No. 06-12-02 ' Quality Control: The quality control of roadway /drainage projects covers several elements that collectively assure <br />that a sound product and the required services are provided. All engineering documents shall meet the established <br />standards and guidelines set by the City, County, State, and Federal governing agencies. A quality control plan shall <br />be defined and approved for each project that highlights the process, time durations of activities (peer review, <br />independent reviews, check lists, etc.) and the standards and requirements by which the engineering documents of <br />the project are to abide by. In addition, a constructability review will assure that any proposed improvements can be <br />' carried into the construction phase of the project. A specific item that should not be overlooked in the quality control <br />review and hence design process is the maintenance of the final roadway after construction is complete. It is <br />important that the City's Maintenance Division of Public Works have the resources (contract, equipments, and <br />personnel) to maintain all elements of the proposed project's improvements. In addition to the control of the quality of <br />the product(s) that result from the engineering services, the engineering services themselves should go through a <br />quality review to assure that specified work is being done at a high level and to the satisfaction of the City. Routine <br />surveys performed by person(s) not specifically involved in the project will be conducted to assure unbiased <br />performance evaluations. The quality control officer for MEI is Sergio Alfonso, Jr., P.E., Vice President, who has 30 <br />years of experience in traffic and highway design projects in south Florida. <br />' Project Management Approach: Our Project Management approach begins with the selection of an experienced <br />professional that has managed many similar successful projects in highway design, that is goal- oriented, a great <br />communicator, and understands the coordination efforts required to "get the job done.' The person that we have <br />selected to fill the position is Ramon Soria, P.E. Mr. Soria has over 23 years of experience managing major <br />construction projects throughout Florida. Projects have varied from miscellaneous designs including paving, <br />drainage, signing and marking, and lighting to major reconstruction including elevated structures, interchanges, <br />culverts, etc. Mr. Soria is a good communicator and concensus builder with many years of experience in public <br />I' speaking. As President of Marlin Engineering, Inc. and your Project Manager, he will have all the resources required <br />at his disposition for this project. <br />Our Project Manager will coordinate with the Task Managers, which will perform the tasks related to the project. Mr. <br />' Soria, will work with each of the Task Managers to complete the individual tasks on the schedule and in a manner <br />consistent with the goals of the project. Task Managers will also have to interrelate on multidiscipline projects. <br />Priorities will be established by the Project Manager for the completion of the tasks on each project. He must <br />' constantly advise the task managers how the completion of their work affects other task managers (i.e. surveying <br />affects design). The Project Manager will keep the close relationship between task managers in order to achieve the <br />common objective. The Project Manager will have the ability to add special resources or remove resources to meet <br />the required schedule without going over budget. Our Project Manager will work closely with other governmental <br />' agencies. Mr. Soria is very knowledgeable of regulatory requirements and City policies that may concern the project. <br />Mr. Soria will also work closely with utility companies alongside our utility coordinator, Alejandro Quevedo, to ensure <br />timely conflict resolution and thus avoid schedule impacts. <br />Project planning and control are essential elements of the success of the project and are activities for which the <br />Project Manager is directly responsible. Mr. Soria will develop a project schedule using either Primavera or Microsoft <br />Project. The schedule will determine the relationship of different tasks to each other and schedule these tasks so the <br />project is carried out logically and efficiently. For budget management, Mr. Soria will maintain budget controls of the <br />design contract through the constant monitoring of budget reports. Construction budgets will also be analyzed at the <br />60% complete phase. This will allow the Project Manager to make adjustments in the Design to meet the allocated <br />' funds for the project or increase the allocated funds if the City desires. Understanding human resources required on a <br />specific project is an important part of staying within schedule and budget. At the time of negotiating a work order with <br />the City, the Project Manager and Task Manager experience in understanding the requirements of the project will lead <br />to an adequate man -power utilization. Mr. Soria will be able to adjust human resources accordingly to ensure client <br />' satisfaction. <br />3,. Project Staffing <br />' The Marlin Engineering Team is composed of highly specialized Task Managers and a Project Manager. For <br />example, our Highway Design Department is led by Naldo Gonzalez who is the Task Manager. He has a staff of ten <br />designers, three of which are Project Engineers with management experience and drainage design experience. Our <br />' sewer design and lift station design engineer, Mr. Guido van Meek, P.E., has over 35 years of experience performing <br />water and sewer design projects. We have developed the following table which addresses the requirements of the <br />RFP for the key personnel assigned to this project.
