Dr. Chen has over 35 years of professional experience in the civil and environmental engineering field of which • over 31 years was in consulting engineering in the water and wastewater areas. His experience includes water and wastewater treatment facilities design and construction management, facilities planning, environmental studies, utilities master planning, rate and financial studies. He is principal -in- charge for the Central Broward • County and Broadview Park Neighborhood Improvement Projects. He also served as assistant program manager of a design and construction program management team for Broward County North Regional WWTP expansion ($82 millions) and the world largest Detroit Wastewater Treatment Plant with a five -year construction program budget of $1.0 billion. He designed many water and wastewater treatment plants in Florida, Virginia, Maryland and Hawaii. He is the author or co- author of many technical papers which have appeared in several major journals. EXPERIENCE: 1986 - Present CHEN AND ASSOCIATES, President, FL Dr. Chen is responsible for the day -to -day operation of the firm as well as management of all major projects. 1998 UNIVERSITY OF MIAMI (UM) • FLORIDA INTERNATIONAL UNIVERSITY (FIU), Adjunct Professor, Miami, FL As an adjunct professor in the Civil and Environmental Engineering Department, he was . responsible for teaching a senior level water and wastewater engineering design course including laboratory at UM and a graduate level wastewater treatment plant design course at FIU. 1976-1986 MWH (MONTGOMERY WATSON HARZA) As a principal engineer with the firm, Dr. Chen was responsible for many of the study and design projects in the Ft. Lauderdale office, which include a number of major water and wastewater treatment plants and other facilities. He designed water plants for Hallandale, Lauderhill and Pembroke Pines; and wastewater plant for Cooper City.
