BARTON, P.E. <br />EDUCATION: B.S., Civil Engineering, Queen's University, <br />ESRI Authorized Trainer <br />REGISTRATION: Professional Engineer in Florida <br />SUMMARY: <br />Mr. Barton is a Senior Engineer with 16 years experience both internationally and domestically. The main <br />focus of his international experience includes engineering design and project management of water and <br />sanitation programs, encompassing water resources, infrastructure rehabilitation and GIS implementation. <br />Domestic experience includes design and construction for water, sewer, drainage, roads along with a wide <br />variety of special studies. Mr. Barton routinely integrates GIS technology with engineering. He is working with <br />ESRI developing software tools to assist in detail design and is spearheading the Chen's efforts to implement <br />GIS / GPS for construction field inspection. He is currently studying towards a Certificate in Visual Planning <br />(GIS Technology). <br />EXPERIENCE: <br />2001 - Present CHEN AND ASSOCIATES, Professional Engineer, Ft. Lauderdale <br />Mr. Barton is presently working as the project manager for the Margate Blvd Streetscape <br />Project, redesigning downtown Margate. He is also project manager on an $8.2m <br />Broadview County Utility Improvement Project. Past projects included Broadview Park <br />Neighborhood Improvement Project Basis of Design Report studying the water, sewer <br />and drainage options in a 700 -acre redevelopment project. He uses GIS, StormCAD and <br />other modeling software for various drainage projects. <br />1992-2001 INDEPENDENT ENGINEERING CONSULTANT <br />Performed various engineering functions with several international engineering <br />companies and organizations at local and government level. The scope of duties <br />• covered all aspects of the project cycle from program conception, contract negotiations, <br />operations set -up, staff training, supervision, accounting and final hand -over. His work <br />required excellent communication skills when dealing with communities, clients and <br />government agencies. He led teams collecting information on existing infrastructure and <br />used GIS to evaluate and plan budget projections for its rehabilitation.
