<br />I. INTRODUCTION
<br />
<br />In response to the City's Request for Qualifications for
<br />Professional General Engineering Consultant services,
<br />Consul-Tech Development Services, Inc, is pleased to
<br />submit this response to provide services in the categories of
<br />General Design Work, Preparation of Complete
<br />Construction Contract Plans and Special Provisions,
<br />Construction Management, Construction Inspection,
<br />Construction Testing, Environmental, Survey,
<br />Hurricane Recovery and Debris Monitoring, Post Design
<br />Services and Bid Administration. Our approach
<br />demonstrates the ingenuity and desire to provide
<br />exceptional design solutions. The close collaboration
<br />between our designers has yielded innovative ideas that
<br />deliver economical solutions without sacrificing quality.

<br />Consul- Tech offers strong local experience in similar
<br />projects for other local municipalities that amply
<br />qualifies us for this project. Our strengths and assets

<br />Staff and Key Personnel
<br />Consul-Tech has previously provided successful design
<br />services similar to this request. With significant project
<br />experience in the categories mentioned above, Consul-Tech
<br />is prepared to address the design aspects of assigned Civil
<br />Engineering projects. We fully commit the key personnel as
<br />shown in our organizational chart from the initial start of the
<br />contract to full contract close-out. The assigned professional
<br />staff and their experience are highlighted in the Staffing Plan
<br />section.
<br />
<br />Juan C. Muniz, P.E. will be the Project Manager for this
<br />contract. He will be responsible for the overall project
<br />coordination, management, planning, and project
<br />deliverables to the City of Sunny Isles Beach. Mr. Muniz has
<br />over 15 years of experience in managing private land
<br />development, municipal, and roadway projects including
<br />residential (single family, multi-family, high rise
<br />condominium, and dormitory), commercial (office,
<br />warehouse, shopping center, and retail centers), industrial
<br />(distribution centers, manufacturing facilities of various type
<br />automotive repair, etc.) and municipal utility (water, sewer,
<br />and drainage) projects. Roadway experience includes
<br />knowledge of all aspects of roadway design including
<br />drainage, plans and profiles, cross sections, and
<br />maintenance of traffic plans.

<br />Mr. Muniz will meet with the City's Project Manager on a
<br />monthly basis to review the progress and discuss all relevant
<br />project issues.
<br />
<br />Similar Experience
<br />Consul-Tech understands the City's goals, requirements,
<br />relevant issues and concerns. Our personnel bring a wealth
<br />of experience to this project regarding general engineering
<br />services. Consul-Tech has performed similar services to
<br />several local government entities and is confident that we
<br />can provide the same quality services to the City of Sunny
<br />Isles Beach. Examples of such projects will be illustrated in
<br />the Firm Overview Section.

<br />Availability
<br />One of the strengths we bring is our complete commitment
<br />to the availability of local staff. Our staff is fully committed to
<br />complete this project within the necessary budget and
<br />project schedules. All local staff will be available at the
<br />starting date and will remain fully engaged until the final
<br />close-out of the contract.
