Summary Minutes: Regular City Commission Meeting

July 20, 2006

City of Sunny Isles Beach, Florida

accommodate the school band, etc., it doubles for other uses. Mayor Edelcup said that it is
an important aspect to the City because we were willing to make the cash contribution to buy
the land, we were not only going to get a benefit for our children but get a benefit for the
adults who lives in our community as well. Michael Krtausch with the School Board said that
City Attorney Ottinot is working with their staff to develop a Interlocal Agreement and it will
include joint use of the Park as well as the school, and he knows that the City will want to
use the parking garage as well, and that will be worked out. City Attorney Ottinot said that
he will be sure to outline those issues in the Interlocal Agreement. Mr. Cohen said because it
goes from a cafeteria to an auditorium it has built-in flexibility so there are acoustical and
structural concerns, that they don't have columns that would block the view to the stage, and
in order for it to function properly, it needs to have a great deal of flexibility.

Anthony Cohen, Architect, said it is a 5,400 square foot space which will serve 500-600
persons, in that area there is going to be a stage with a 30-foot per centum opening, 18-feet
high, and 23-feet deep, which is a typical average size auditorium. He said it will have an
acoustical consultant to adequately address the cafetorium space so it will perform well for
performance functions, and it will have the required lighting, rigging, sound systems, and
everything that would be needed to make it into a performance space. He said the only
difference is it does not have fixed seating. He stated in addition to that space there are also
two other performance spaces on the campus: the music classroom which is a 1,900 square
foot space with steps; and there is a black box theater which is a 1,200 to 1,300 square foot
space for small performances, and it also receives a complete light rigging set-up, sound
system, control room, etc. Bob Welsh, Chairman of the Education and Schools Committee,
asked if the 18-foot high cafetorium is from floor to ceiling or from stage height to ceiling,
and Mr. Cohen said the stage is elevated three-feet off the floor because it is a flat floor, and
the per centum is 18- feet from the level of the stage up.

Mayor Edelcup thanked everyone, and recognized Dr. Martin Karp, Miami-Dade County
School Board, for all his efforts in making this happen.

6.
