<br />SUBCONTRACTING PLAN
<br />
<br />A. Introduction
<br />It is the objective of Ceres Environmental Services, Inc. to perform all work associated with this contract in
<br />an efficient and safe manner through the effective administration and management of our equipment,
<br />personnel, subcontractors, and suppliers. In accordance with Ceres' policies and programs, the work plan
<br />for this contract will be developed and executed assisting, counseling, advising, and utilizing, to the
<br />maximum extent possible and to the extent consistent with the government's interest, Local and other
<br />Small Businesses (SB) as well as HUBZone, Veteran-owned (VOSB), Service Disabled Veteran-Owned
<br />(SDVOSB), Small Disadvantaged (SDB), Woman-Owned (WOSB), Historically Black Colleges and
<br />Universities (HBCU), and Minority Institutions (MI) for the provision of equipment, labor, services and
<br />supplies.

<br />B. Methods Utilized To Develop And Achieve Subcontracting Goals
<br />Ceres will utilize a minimum of one subcontract administrator and/or specialists in the execution of this
<br />contract. All personnel are familiar with and recognize Ceres' commitment to Public Law 99-661, Section
<br />1207 and Public Law 100-180, Section 806 and the Robert T. Stafford Disaster Relief and Emergency
<br />Assistance Act, PL 100-707 and Public Law. Ceres will conduct internal training seminars and workshops
<br />to assure staff compliance with requirements of FAR 19.704(a) and 52.219-9(d), DFARS Subpart 219.5,
<br />219.704(a)(1), 219.705 and 252.219-7003 and meet specified goals for hiring SBs, SDBs, WOSBs,
<br />VOSBs, SDVOSBs, and HUBZone subcontractors.

<br />In addition to technical and field work subcontracted in association with this contract, buyers will make
<br />every effort to identify and utilize SBs, SDBs, HBCUs, and Mis for supplies and services including but not
<br />limited to the following: Office and temporary housing service, cleaning and supplies, Housekeeping
<br />Services, Laboratory Supplies and Services, Safeguarding and Security Services, and other supplies and
<br />services not typically identified for subcontract opportunities to targeted firms. Additionally, large business
<br />subcontractors shall be counseled on the identification, evaluation, solicitation, and utilization of targeted
<br />businesses within their scope of services. Historically, principal items or areas we have identified for
<br />subcontract opportunities to SBs, SDBs, WOSBs, VOSBs, SDVOSBs, and HUBZones under these similar
<br />contracts include:

<br />. Trucking and Hauling
<br />. POL Products
<br />. Nursery and Landscape Products and Services
<br />. Sand and Aggregate
<br />. Field vehicle supply, parts and service/maintenance
<br />. Labor housing (tent and food service supply)
<br />. Portable Toilet supply and service
<br />. Office and temporary housing service, cleaning and supplies
<br />. Office and clerical support staff
<br />. General Laborers
<br />. Parts, fuel, maintenance, and related equipment service
<br />. Heavy Equipment Rental/Lease concerns
<br />· Specialty services such as, but not limited to: sewer cleaning services, solid waste hauling, and
<br />recycling, tree removal and trimming, and demolition.

<br />Through the application of Ceres' proven capabilities relative to technical performance and contract
<br />administration, it is our intent that the Owner be provided with the highest level of performance while still
<br />achieving our participation goals and capturing opportunities for these businesses while acquiring an
<br />expanded base of qualified small businesses; obtaining more competitive pricing on procurement
<br />opportunities resulting in cost savings; and achieving an increase in small business program goal
<br />accomplishments. Achievement of these goals will be realized through the application of the following
<br />functions and activities:
