<br />Award to any given subcontractor will be contingent upon the provision of basic company information,
<br />current licensing, as required, and the verification of current insurance information (general liability,
<br />automobile, and workers compensation). Other factors may include capacity, capability, experience, and
<br />abilities of the firm. The Program Administrator can provide direction and assistance to any such firms not
<br />readily meeting all of the required or desired business elements in an effort to assist the firm in
<br />overcoming such obstacles.

<br />4. Records of internal guidance and encouragement provided to acquisition personnel through
<br />workshops, seminars, training programs, incentive awards, and monitoring to evaluate compliance with
<br />the programs requirements.

<br />I. Subcontracting To Firms Within The Area Of The Project
<br />It is the intention, policy and practice of Ceres to utilize local subcontract services in the performance of
<br />the proposed contract to the maximum extent possible as consistent, within the requirements of the
<br />Stafford Act, Sec. 307, Use of Local Firms and Individuals (42 U.S.C. 5150), the prime contract and
<br />sound business practices and management policies. In General - In the expenditure of Federal funds for
<br />debris clearance, distribution of supplies, reconstruction, and other major disaster or emergency
<br />assistance activities which may be carried out by contract or agreement with private organizations, firms,
<br />or individuals, preference shall be given, to the extent feasible and practicable, to those organizations,
<br />firms, and individuals residing or doing business primarily in the area affected by such major disaster or
<br />emergency. We recognize the advantages obtainable by utilizing other responsible and experienced firms
<br />who are capable of furnishing specialty services and products of high quality. First priority will be given to
<br />those subcontractors who are from or do business in the surrounding area.
<br />
<br />A separate program shall be included for local contractors and HBCU/MI s that do not necessarily have
<br />goals established under the contract requirements. Ceres' internal subcontractor databases, on-line
<br />databases, online local business directories, and local government offices will be used to identify
<br />contractors in the immediate area. This is the process used quite successfully by Ceres on previous
<br />projects. The search and identification will validate the speed and performance level to mobilize
<br />contractors on site and begin the physical work. Our internal subcontractor database includes
<br />subcontractors who have expressed an interest in or assisted our firm in the successful completion of
<br />emergency response contracts. All efforts will be made to also procure supplies, materials and labor from
<br />local vendors.

<br />Ceres has and will continue to communicate with local authorities, elected officials, and community
<br />organizations, its desire to hire local and small business enterprises and subcategory businesses to meet
<br />the requirements of FAR 19.704(a) and 52.219-9(d), DFARS Subpart 219.5, 219.704(a)(1), 219.705 and
<br />252.219-7003 and meet specified goals for hiring SBs, SDBs, WOSBs, VOSBs, SDVOSBs, and
<br />HUBZones. Copies of the contract shall be sent to Plan Rooms servicing the particular region in addition
<br />to our office in the project area. The contract shall also be posted to a web site and potential subcontractor
<br />registration shall also be available via web, FAX, direct contact (1-877-STORM12). A dedicated toll-free
<br />telephone service will be established specifically for subcontractors interested in contracting with Ceres.
<br />Ceres has made as many resources available to subcontractors as possible in order to initiate and
<br />facilitate communication.
<br />
<br />The Manager of Administration and the Subcontract Administrator will notify regionally based
<br />subcontractors of the issuance of a notice to proceed. Ceres' subcontractor database currently contains
<br />more than 8,044 disaster debris management prospective subcontractors who have contacted Ceres with
<br />an interest in subcontracting. More than 1,100 of these subcontractors have worked on Ceres' disaster
<br />projects, providing, along with Ceres' owned fleet, more than 7,000 pieces of loading and hauling
<br />equipment. While our database of qualified subcontractors is very large, it is our intention to select from a
<br />more regionally based group and have established for the City of Sunny Isles Beach, FL four unique
<br />response regions. These are based on relative distance from the City and use straight-line miles and/or
<br />drive time to establish which region each state of potential subcontractors belongs in.
