Traffic control devices/ personnel <br />The work area shall be cleared to ensure safe working conditions. Brush and logs shall not be <br />allowed to create a hazard at the work site. Logs and brush shall be securely loaded onto trucks <br />in such a manner as not to obscure tailor brake lights and vision, or to overhang the side. <br /> <br />DEBRIS ELIGIBILITY <br /> <br />One of the key elements of debris operation quality control centers on debris eligibility. Debris <br />Eligibility is defined as debris which has been deemed eligible by a GOVERNMENT directive <br />usually based on FEMA's Guidelines dictated in the Stafford Act. <br />In most cases this refers to debris that was generated as a result of a specific disaster event such <br />as hurricane. All other debris and waste not generated by this specific event in most cases is in- <br />eligible. <br /> <br />DRC will provide expert quality control in area of eligibility to ensure that all our crews have <br />specific guidelines that are consistent across the entire project on what debris is actually eligible <br />under a specific Debris Mission. DRC will provide daily inspection of debris collection crews to <br />monitor the debris and its eligibility. All debris must have been placed on the Right of Way <br />(ROW) for collection or designated by an address in a Right of Entry (ROE) removal program to <br />meet most eligibility criteria under FEMA Funded Projects. <br /> <br />Any crew that is found operating outside the assigned work zone, off the ROW or specific ROE <br />will be terminated and reported to GOVERNMENT. DRC will achieve this level of quality <br />control of debris eligibility by having QC managers in the field, at TDSRSs, and random spot <br />checks by Area and Sector Managers. Dissemination of the proper instructions to crews is <br />critical to successful control over eligibility; DRC will provide this information by distribution of <br />information via central points such as the TDSRSs and staging areas. <br /> <br />PROTECTION OF INFRASTRUCTURE <br /> <br />The protection of infrastructure is critical to a recovery operation. Examples of infrastructure <br />items that are vulnerable during a debris operation are as follows: <br /> <br />I. Road, Street & Highway wearing surfaces and ROW's <br />2. Street and Traffic Signs <br />3. Traffic Signals and Lights <br />4. Power lines and Poles <br />5. Phone lines <br />6. Cable Lines <br />7. Sewer, Water and Gas Utilities <br />8.
