GEOGRAPHIC AREA MANAGEMENT SYSTEM <br /> <br />DRC will maintain current geographic and cartographic for all awarded and reach back regions. <br />Upon Task Order Notice to Proceed, Operations Management will utilize these resources to <br />develop a Geographic Area Management Plan to strategically and systematically accomplish <br />debris collection from the affected area. Depending on the size and nature of the event, affected <br />regions will first be divided between urban, semi- or suburban, and rural areas. Within each of <br />these sector types, the affected area will further be subdivided according to geographic <br />boundaries of major political subdivisions, e.g., counties, cities, towns, etc. <br /> <br />Typical breakdown is as follows: <br />1. Urban Sector - high density population producing .large amounts of debris and narrow streets <br />with limited accessORC will mobilize its smaller more versatile crews to work within this <br />environment. The crews will be made up of 20 to 30 cubic yard hauling vehicles with small- <br />medium size loaders such as bob cats, self loaders and tele-handlers. Crew labor will be <br />consistent with company operational plan and GOVERNMENT typical crew specifications. <br /> <br />2. Semi-Urban Sector-medium density population and debris loads with minor access limitations. <br />ORC will mobilize its typical work force crews that are made up of combination crews such as <br />50 to 100 CY Self-loading knuckle booms, medium to large loaders and medium to large hauling <br />vehicles. Crew labor will be consistant with company operational plan and GOVERNMENT <br />typical crew specifications. <br /> <br />3. Rural Sector- low population density and debris loads with full access for all types of <br />equipment. DRC will mobilize a similar work force that is consistent with the above semi-urban <br />sector. <br /> <br />City and county maps will be divided and identified according to districts, sections, <br />developments, directional quartile partitions, or address blocks. Each individual sector will be <br />printed for assignment to a specific crew, as well as for the records of the field supervision for <br />that overall subdivision. Sector Managers/Field supervision will maintain assignment maps in a <br />binder at area project management location. Finally, a master assignment file will be maintained <br />with the Operations Manager at the Mobile Command Center or other central project <br />management location. <br /> <br />Crews will be dispatched by sector management/field supervisors or project managers each day <br />to specifically target sectors in order meet production rates and to provide an even rate of <br />clearance for the affected area during each pass/phase. No crew or subcontract crew will be <br />permitted to have more than two open sectors at any given time. Upon completion of an <br />assigned sector, crew chiefs will request an inspection by field supervision and/or project <br />management. ORC Project Management will coordinate an inspection with the <br />GOVERNMENT before closing a sector assignment. Any rework assignments must be <br />complete before the issuance of an assignment for another sector. <br /> <br />44 <br />
