Hines, MMC, City Clerk <br />RE: Ordinance to Establish a Moratorium on the Submittal, Processing, and <br />Issuance of Local Business Tax Receipts and/or Land Use Approvals for Medical <br />Marijuana Dispensing Organizations and Treatment Centers for a Period of <br />One Hundred Eighty (180) Days <br />RECOMMENDATION: <br />This Ordinance is recommended for approval. <br />REASONS: <br />Since the constitutional amendment to legalize medical marijuana was adopted on November 8, <br />2016, numerous local governments in South Florida have imposed moratoriums in order to adopt <br />regulations to regulate marijuana dispensing facilities. These moratoriums are designed to <br />provide local governments with the opportunity to study the impact of marijuana facilities on <br />local communities, and to determine whether such facilities may have a negative impact on the <br />quality of life in local communities. <br />By adopting the proposed moratorium Ordinance, the City Commission will provide staff with <br />the opportunity to study the impact that such facilities may have on crime, demand for services, <br />and property values. A moratorium on the issuance of business licenses and land use approvals <br />for Medical Marijuana Treatment Centers and Medical Marijuana Dispensing Organizations is <br />necessary at this time to maintain the status quo while providing staff with the opportunity to <br />develop appropriate legislation to regulate such facilities. <br />
