<br />Special City Commission Meeting Summary Minutes September 5, 2002 <br />First Budget Hearing <br /> <br />Sunny Isles Beaeh, Florida <br /> <br />3B. Budget Ordinance (Public Hearing) <br />An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br />an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, <br />2002 through September 30,2003, Pursuant to Florida Statutes Section 200.65 (Trim Bill) <br />Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br />Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; <br />Providing for Severability and Providing for an Effective Date. <br /> <br />Action: City Clerk Brown-Morilla read the title and City Manager Russo gave his report <br />including a power point budget overview presentation. He provided a very detailed <br />description of the proposed Capital Improvement Program, a multi-year plan, for which the <br />proposed increase in the millage will be spent, not for the operating budget. <br /> <br />In the Operating Budget, the City Manager said he was proposing to add five (5) new <br />positions: Fleet Manager; Capital Projects Director; Technology Support Person; Support <br />Person in our Detective Bureau of the Police Department; and then a shared support person <br />between the Human Resources and Finance Departments. The Budget also includes entry <br />into the Florida Retirement System; and a lifeguard service agreement with the Newport to <br />add lifeguards at the Gilbert Samson Memorial Oceanfront Park. <br /> <br />Mayor Samson noted that the land value within the City is projected to increase tremendously. <br /> <br />Public Speakers: none <br /> <br />Commissioner Kauffman moved and Commissioner Edelcup seconded a motion to approve <br />the proposed ordinance on first reading. The motion was approved by a roll call vote of <br />5-0 in favor at 8:06 p.m. Second reading, public hearing will be held on Thursday, <br />September 26,2002, at 7:30 p.m. <br />Vote: Commissioner Edelcup yes <br />Commissioner Goodman yes <br />Commissioner Kauffman yes <br />Vice Mayor Iglesias yes <br />Mayor Samson yes <br /> <br />City Manager Russo noted that there would be additional revisions to the budget prior to the <br />second reading of the ordinance. <br /> <br />Vice Mayor Iglesias reiterated Mayor Samson's remarks, that we are one of the best <br />municipalities in the County. <br /> <br />2 <br />
