<br />Summary Minutes: Special City Commission Meeting September 28, 2006 <br />Second Budget Hearing <br /> <br />Sunny Isles Beach, Florida <br /> <br />know the $1.5 Million of additional revenues and contingencies that didn't get stung, and Mr. <br />Haag said that they will get him the exact numbers in terms of revenues and excessive <br />expenses for FY 05/06. Mayor Edelcup said an explanation of the beginning balance and the <br />ending balance starting with the $12 Million in the 092 and ending with an estimate at 12 6 <br />what the major components are. <br /> <br />City Manager Szerlag said that the budget is essentially set in terms of projected revenues and <br />expenditures and after adoption he would then like to get direction from the Commission on <br />how they wish us to calibrate the parking meters at each area. Commissioner Thaler asked <br />when the contracts end that we have with the parking attendants, and Ms. Simpson said it is <br />an annual agreement and we have a 30-day cancellation on our part or their part. <br />Commissioner Thaler asked when the delivery ofthe Parking Master Meters will be, and Ms. <br />Simpson said that they are ready to go, Public Works is putting in the slabs tomorrow <br />[September 29,2006], they could be in by early next week, and they are currently calibrated at <br />what our current parking rate was which was $1 an hour, during the budget discussions we <br />may be changing that. She said they will be installed but we will not use them until this <br />decision is made, they have to program the software however way the Commission chooses to <br />charge. Ms. Simpson said you can use money or a credit card in the Master Meter and will be <br />placed in all of our parking lots. <br /> <br />Public Speakers: none <br /> <br />Vice Mayor Brezin moved and Commissioner Iglesias seconded a motion to adopt the <br />ordinance. Ordinance No. 2006-263 was adopted by a roll call vote of 5-0 in favor, at <br />6:38 p.m. <br />Vote: <br /> <br />Commissioner Goodman <br />Commissioner Iglesias <br />Commissioner Thaler <br />Vice Mayor Brezin <br />Mayor Edelcup <br /> <br />yes <br />yes <br />yes <br />yes <br />yes <br /> <br />City Manager Szerlag reported based on table discussion at the last meeting, he had asked <br />Ms. Simpson to determine revenues and expenditures with predictability and consistency, in <br />other words if we had an area, which we do in Pier Park, charging x number of dollars per <br />day on a week, $6.00 weekdays, and $10.00 a day on weekends, have the Commission <br />determine if they want to proceed in that fashion on a park-by-park basis, and we have the <br />capability to modify or calibrate each park area in terms of what the fee would be. <br /> <br />Ms. Simpson said we have an Ordinance on the books which established the parking rates at <br />our parking metered spaces at $1.00 an hour on IS-minute increments, and those are the <br />individual metered spaces that are at the Ellen Wynne Beach Access and under the William <br />Lehman North-bound Overpass. She said at the time we took over the Pier Park parking lot <br />those rates were established by Newport, it was run by them privately at $6.00 a day during <br />the week and $10.00 on the weekend, when we took over that lot, we continued to use their <br />already established rates. Now that we are transferring those to metered machines per this <br />Ordinance we should be charging $1.00 an hour, based on the revenues that we have received <br /> <br />3 <br />
