Special City Commission Meeting Second Budget Hearing September 27,2007 Sunny Isles Beach, Florida 3B. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, 2007 through September 30, 2008, Pursuant to Section 200.65, Florida Statutes (Trim Bill); Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; Providing for Severability and Providing for an Effective Date. (First Reading/Hearing 09117/07) Action: City Clerk Hines read the title, and City Manager Szerlag reported and thanked the Commission and staff for their help in developing this very good document and noted that it will be a better document next year as we had some problems with some of the columns totals but the bottom line numbers were always the same. He said what he did upon coming here was to take a Government Finance Officers Association (GFOA) award winning budget from where he worked previously and indicated that he wanted to have that same document for Sunny Isles Beach, unfortunately the software programs that we have in place here were not up to what we had in Troy. He said many of these things were done either with a spread sheet excel formula or by hand and he apologized for the errors that were found, but they didn't impact the budget numbers. He asked Information Technology Director Edel Fonseca to explain what we are doing next year. Public Speakers: none Information Technology Director Fonseca said next year we are going to develop a process that will allow us to input the information into the New World System which will allow us to create better reports and better statistics. He said they are going to be developing the middleware that is going to translate that information from New World which is going to allow us to easily create the budget documents for next year, and will make it very accurate. Vice Mayor Thaler said before the final edition, will somebody please go through it and make those little corrections that are out there. Mayor Edelcup said he is looking forward to the fact that next year the system should be self correcting, and before we go ahead and publish this book, there are a few more minor changes that Vice Mayor Thaler found that needs to be incorporated. Commissioner Iglesias said that he has sat through 10 budget hearings and this is probably one of the best documents that he has ever seen. Commissioner Goodman moved and Commissioner Iglesias seconded a motion to adopt the ordinance.
