<br />Special City Commission Meeting <br />Second Budget Hearing <br /> <br />September 27,2007 <br /> <br />Sunny Isles Beach, Florida <br /> <br />3B. Budget Ordinance (Public Hearing) <br />An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br />an Operating and Capital Outlay Budget for the Fiscal Year Commencing October 1, <br />2007 through September 30, 2008, Pursuant to Section 200.65, Florida Statutes (Trim Bill); <br />Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br />Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Post Audit; <br />Providing for Severability and Providing for an Effective Date. <br />(First Reading/Hearing 09117/07) <br /> <br />Action: City Clerk Hines read the title, and City Manager Szerlag reported and thanked the <br />Commission and staff for their help in developing this very good document and noted that it <br />will be a better document next year as we had some problems with some of the columns <br />totals but the bottom line numbers were always the same. He said what he did upon coming <br />here was to take a Government Finance Officers Association (GFOA) award winning budget <br />from where he worked previously and indicated that he wanted to have that same document <br />for Sunny Isles Beach, unfortunately the software programs that we have in place here were <br />not up to what we had in Troy. He said many of these things were done either with a spread <br />sheet excel formula or by hand and he apologized for the errors that were found, but they <br />didn't impact the budget numbers. He asked Information Technology Director Edel Fonseca <br />to explain what we are doing next year. <br /> <br />Public Speakers: none <br /> <br />Information Technology Director Fonseca said next year we are going to develop a process <br />that will allow us to input the information into the New World System which will allow us to <br />create better reports and better statistics. He said they are going to be developing the <br />middleware that is going to translate that information from New World which is going to <br />allow us to easily create the budget documents for next year, and will make it very accurate. <br /> <br />Vice Mayor Thaler said before the final edition, will somebody please go through it and <br />make those little corrections that are out there. Mayor Edelcup said he is looking forward to <br />the fact that next year the system should be self correcting, and before we go ahead and <br />publish this book, there are a few more minor changes that Vice Mayor Thaler found that <br />needs to be incorporated. <br /> <br />Commissioner Iglesias said that he has sat through 10 budget hearings and this is probably <br />one of the best documents that he has ever seen. <br /> <br />Commissioner Goodman moved and Commissioner Iglesias seconded a motion to adopt the <br />ordinance.
