<br />Summary Minutes: Regular City Commission Meeting August 16,2007 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />have to pass that parking lot. He said he believes that they are trying to cut corners and save a <br />floor here when they should be looking the other way to be more secure and put in another <br />level into this building for parking. <br /> <br />Architect Robert Warwick explained that it is not a matter of adding just one floor to the <br />Garage, it would take three (3) floors, which would raise the pedestal another 35-feet, and <br />instead of a 6-story building in mass in the front, we would have a 9 to 10 story building in the <br />front. He said they already ran through that and found it really alters the functionality of <br />what's happening on the floor to floor relationship because it would mean in effect putting for <br />instance the meeting rooms and the restaurant on a separate level from the kitchen which <br />would be operationally no good. There are several things that would also happen to the <br />building in terms of function, it is much more than just the cost issue. Mr. Schulman said it <br />would also require variances. <br /> <br />Vice Mayor Thaler said what they have not mentioned is the minimum amount of tandem <br />parking, they could come in and ask for tandem parking which would reduce the need for <br />those three (3) additional floors that they are talking about. Mr. Schulman said that they <br />analyzed the tandem parking of what they could get in this particular building to see if they <br />could request a variance. Mr. Warwick said there is room for about 10 more tandem parking <br />spaces in the garage the way it is set up right now. <br /> <br />Commissioner Brezin said that we must consider the residents of this City, and she feels that <br />it is a danger to our children and to the community by having that off-site parking. She said <br />that they should try to add the two floors and come to the Commission for the additional <br />tandem. <br /> <br />Commissioner Iglesias said he never thought he would see the day where there would be 183 <br />units and 382 parking spaces, but the Commission said it would be better in the same <br />building. He said he respects Dave Runner who is probably one of the best traffic engineers <br />in the country, he can probably tell you that the parking that would generate from that parking <br />lot would be significantly small compared to what Navarro generates. It would be open 24 <br />hours but hopefully the kids wouldn't be walking in the streets, they are as of right, and we <br />have let off-street parking before like we did for Acqualina. He said when there is off-street <br />parking and you have a condo/hotel, when you park across the street it is usually the overflow <br />because you are going to get people to park within the building, you are not going to have <br />valet go across the street. <br /> <br />Mr. Schulman said if the Commission is concerned about their increasing the intensity ofthe <br />activity there, they would withdraw their request to modify the condition to allow them to <br />operate after sunset, and they would basically continue under the County condition that they <br />can only operate during daylight hours and use it for that purpose just as it is today under the <br />County Resolution and not ask this Commission to modify that, and then it truly is a as of <br />right development and they would not ask for a change. <br /> <br />Vice Mayor Thaler asked if that meets the Code if they can only park there for halfa day and <br />nobody can take the car out or in after sundown, and Assistant City Manager Vera said if they <br />can't use that lot, it means that they are short in parking.
