<br />Summary Minutes: Special City Commission Meeting <br /> <br />July 31, 2008 <br /> <br />Sunny Isles Beach, Florida <br /> <br />we advance the resolution he would prefer to say that we are going to install traffic calming <br />devices as that gives us more latitude, as there may be a better option. <br /> <br />City Attorney Ottinot clarified that the Applicant had made a proffer with respect to the <br />closure of the curb cut prior to this hearing indicating that he would majeure that proffer and <br />that staff doesn't have any problems with respect to this condition. <br /> <br />Commissioner Scholl moved and Commissioner Brezin seconded a motion for approval as <br />amended, subject to staff conditions. DISCUSSION ITEMS <br /> <br />4A. Discussion of the Design Options for Heritage Park. <br />Action: [City Clerk's Note: This item was heard before 3A.] City Manager Szerlag <br />introduced Larry Kline from Spillis Candela Architects, and there are two options for the <br />Commission's review, with the total cost of all of the elements at about $18 Million, we <br />budgeted about $14 Million, one schematic has a basketball court, and one does not. We are <br />asking to advance the parking structure as our first priority given our limited funding, and <br />prioritize some design elements that would bring us to $14 Million. We can also submit a bid <br />that has that as our basic premise and then some alternates for other design elements <br />assuming the cost comes in lower, and in addition, if we were to receive the FCT Grant we <br />could add more elements. Mayor Edelcup said the $14 Million would cover the parking <br />garage and park elements, and we would defer all the other options until we know that we <br />have additional funding. City Manager Szerlag said he could defer those options, and he <br />could also bid this as our base bid, the parking garage and basic park elements but then based <br />on the Commission's priority, as an alternate bid some of the optional park elements, and if <br />we had the money we could include those. <br /> <br />Public Speakers: Larry Kline, Spillis Candela; <br /> <br />Larry Kline, Spillis Candela Architects, stated that the plans reflect the Commission's last <br />conversations, the garage to the southern edge ofthe property, and all the park elements from <br />the garage north. The last time we discussed a number of different park amenities beyond the <br />basic park elements that Cultural and Human Services Director Susan Simpson requested <br />which are the walking path, the green area, the shelters for picnics, and above and beyond <br />that, the first schematic shows the wave pool and a splash pad, the water wall which is part of <br />the northeast corner of the garage, that in addition to the memorial feature that faces Collins <br />Avenue, totals up to $18.6 Million. We were asked to see what the impact of a full <br />basketball court would be, and when you do a basketball court which is roughly 94' x 50' <br />plus a 1 O-foot surround, you end up with a footprint that basically takes the place ofthe wave <br />pool and the splash pad, and so it is a question of which amenities the Commission would <br /> <br />3 <br />
