J
)
)
)
)
)
)
)
)
)
,.,
)
)
)
~,
)
)
)
)
t )
)
)
)
)
)
)
)
)
)
)

I
l

simpler terms, this was the first project permitted by FDEP allowing more than eight feet of head to
pressurize the wells (in this case fifteen feet of head over 16 Class V wells). CGA, LEES, and FDEP together
developed a monitoring program for the G2 and G3 at this location to ensure that the pressurization did not
cause the brackish G3 water to plume up into the G2 freshwater. In addition, on this project CGA
introduced water quality swales along roadways, and designed flap gates at strategic locations to prevent
tidal backflow. Many roadways within the project area are being reconstructed with the improvements.
CGA was able to increase the city's FEMA HMGP grant from $2,000,000 to over $11,000,000, which
included an expanded drainage area along with the new drainage system.

Past Performance
For further information, see the project sheets included at the end of this section.

PROFESSIONAL CONSULTING SERVICES

Prime Consultant
Over the course of several decades and dozens of projects, CGA has excelled at assuming the leadership role
of directing the efforts of the team of sub-consultants required of projects with similar or greater scope.
CGA staff is experienced and comfortable with taking the lead role and responsibilities required to
command the quality of work and schedule demands these projects will require.

Specifically, CGA's resume of successfully completed work includes storm water master plans, roadway
drainage projects, FEMA funded projects, drainage capital improvements and drainage basin improvement
projects that demonstrate the flexibility and diversity of the many professional disciplines under the CGA
mantle. CGA is uniquely adept at combining the outside professional resources with the CGA staff needed
to assemble the team to manage these two projects.

A clear distinction CGA brings to the table is the history of involvement with coastal drainage projects
permitted through Miami-Dade DERM and the Florida DEP (FDEP). CGA has previously demonstrated a
depth of knowledge and understanding of the acceptable methods of drainage design to be implemented
i.e. gravity systems, positive outfalls, gravity wells, pump stations, pressurized wells, exfiltration trench,
and water quality swales. CGA also has a strong working knowledge of the City as we have designed and
permitted a number of infrastructure projects for the City over the past decade.

Hydro-Geological Services & Geotechnical Services
CGA intends to retain as sub-consultant a highly referenced and experienced professional engineering firm:
Langan Engineering & Environmental Services (LEES). The LEES corporate resumes and project references
detail substantial experience in providing hydro-geological services such as Reasonable Assurance Reports
(RAR), Specific Capacity Tests (SCT), and other tasks vitally important in solving coastal drainage issues.
Additionally, LEES has provided services to CGA and the City in the past on projects in Sunny Isles Beach.
Additionally, LEES provides a full array of geotechnical and testing services such as soil borings,
percolation tests and pavement cores.

RFQ #11-11-02, Civil Engineering Services to Design Street and Drainage Improvements

Page 212
