Hines, CMC, City Clerk <br />City of Sunny Isles Beach, FL <br />18070 Collins Avenue <br />Sunny Isles Beach, FL 33160 <br /> <br />SUBJECT: <br /> <br />City of Sunny Isles Beach <br />Request for Qualifications for Civil Engineering Services to Design <br />Street and Drainage Improvements <br />(RFQ No. 11-11-02) <br /> <br />Dear Ms. Hines: <br /> <br />A & P CONSULTING TRANSPORTATION ENGINEERS CORP. in association with Hadonne (Surveying, Mapping, <br />and Subsurface Utility Engineering) and Geosol (Geotechnical Engineering) is pleased to submit this Technical <br />Proposal to provide professional services to the City of Sunny Isles Beach for the above referenced project. <br /> <br />Our Team, "Your Team" is committed to excellence in the delivery of this Project. We have performed thorough <br />research of the project and its associated issues; to this end, we have tasked our best drainage and roadway <br />engineers to develop technical solutions that meet the challenges of this project. The same staff that has <br />created these solutions and alternatives presented in this Technical Proposal will guide this project through its <br />successful completion. Our Project Research included study of the existing site conditions, field reconnaissance, <br />review of existing plans, and property owner interviews. Through this research we have realized that there are <br />critical design issues that must be addressed by the team selected for this project. <br /> <br />Our team is lead by A&P Consulting Transportation Engineers (APCTE), a multi-disciplinary consulting <br />engineering firm based in Miami-Dade County specializing in roadway design, transportation planning, traffic <br />engineering, water resources, drainage and storm water management, roadway lighting design, and <br />construction engineering and inspection. APCTE has successfully completed several roadway and drainage <br />improvement projects for the City of Miami Beach with similar characteristics to the 174th Street project <br />proposed as part of this RFQ. APCTE was incorporated in January 1995 and currently has 67 employees of which <br />37 are graduated civil engineers (15 licensed in the State of Florida). <br /> <br />The project team will be led by one of APCTE's most experienced engineers: Mr. Arnelio Alfonso, P.E., who is in <br />charge of the Water Resources Department for the firm and will serve the role of Project Manager. He has over <br />25 years of experience in the Stormwater Management field, Mr. Alfonso will be supported by top-notch <br />professionals, who will be responsible for their areas of expertise. The task managers assigned to this project <br />are: Alex Yi, P.E. Roadway Design and Utility Task Manager; Lazaro Ferrero, P.E. Drainage Task Manager; Erik <br />Sibila, E.!., M.S.C.E., c.G.C. Project Engineer; Eithel Sierra, P.E. Signing and Pavement Markings Task Manager; <br />Oracio Riccobono, P.E. for Geotechnical Studies; and Eddie Suarez, P.L.S. for Surveying, Mapping, and <br />Subsurface Utility Engineering.
