<br />Summary Minutes: Regular City Commission Meeting January 19,2012 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />right up against the building so you won't see the cars that are parked at ground level. The <br />concept is to create a sense of dense landscaping in front of the building. He is thinking of <br />using a material for this project which is a metal panel system that you attach as a fabric to <br />the face of the building, it is a weave with smaller hole punctures. At the second level <br />between the retaining wall and slab, there is a horizontal or vertical truss so they will have <br />lines and flowers, a green wall effect, on the roof level to make it a solid crash wall and so <br />cars parked on the roof are not visible from Sunny Isles Boulevard and the park. On the <br />garage layout on the east side, the core of the elevators and the stairs are flipped around so <br />when you exit and enter the elevator behind that tapestry wall, you are overlooking the park. <br /> <br />Eduardo Castifieira said on the other side of the garage is a gathering area, and in front of the <br />restrooms and drinking fountains is an opportunity for a concession, and they also identified <br />an area for trash collection, storage, etc. By creating this space, people using the park can <br />walk underneath the structure to get in out of the rain. That area is fronted by a plaza, and <br />this is where the park begins, it is very elegant, inspired by European type similar to Parisian <br />in nature with a gravel path. The park itself is rectangular, simple, long area, with golf <br />course type grass, and on either side from the flat area to the park in the center there are <br />slight berms. One concern is the amount of traffic that goes by, they want to protect the <br />people iffor instance a ball rolls out into the street, and so they are introducing a slight berm <br />here that goes up to two (2) feet to a stage that is flat in the center. Opposite of that is the <br />overpass that comes down on the west side, the berm is higher, it goes up to four (4) feet, and <br />the reason for that is because of the overpass coming down. The trees wrap the entire project <br />around the center of the park with a cluster of vegetation and trees in the higher berm <br />creating a moss-like area. People like to sit on the grass under the trees, and for more passive <br />activities on this side of the park. There are a couple of very important amenities, one is a <br />children's play area that is adjacent to the plaza and next to a stage set right in the center <br />which will accommodate about 500 people, with structured seating it would accommodate <br />approximately 700 people. The playground for the kids will have three (3) different <br />apparatus which they are proposing to have a canvas type covering, adjacent to the plaza, <br />where they are talking about having seating, tables and chairs, etc. At the end of this main <br />access they are proposing a sculpture and the idea is to create a more organic sculpture, <br />maybe sea grass. At the end of the plaza is a water wall, and that is very important, also <br />something that Barry Miller brought to their attention. The water wall will deaden the sound <br />of traffic, the mist from the water wall will create a cool environment in the plaza itself. <br />Behind the water wall is the back ofthe house area where trash, etc. is located. At the end of <br />the great lawn is a ripple effect representing waves, where children can run up and down on <br />this area. There is a combination of materials, lots of richness in materials, and he showed <br />renderings of trees, sidewalks, pathways with compacted gravel, fruit trees, and vegetation. <br /> <br />Commissioner Aelion asked if the drop off point was a major calculation in the refusal for <br />potential vendors to come in, and Joe Milton said that was the secondary reason. The main <br />reason was the destination, no foot traffic, no pedestrians walking around the area. <br />Commissioner Aelion said that Collins A venue is high traffic like at Epicure where they have <br />valet parking on the side street. The other thing he is looking at is the great lawn there is <br />substantial footage (40,000 square feet) and that there would be the same usage for this park <br />as the others with a stage, there may be better usage for that park. He is leaning toward a <br />more attractive park with a path of sculptures by renowned sculptors, and he sees that more <br /> <br />5 <br />
