<br />Summary Minutes: Regular City Commission Meeting January 19,2012 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />indoor facility where you can have the movies take place inside because it is raining outside, <br />and you would still be in a glassed in box on top of that park and maybe we should examine <br />some of those concepts to tie in with what you are suggesting for weddings, bar mitzvahs, <br />and other major events that the City is currently lacking having the space for. It is an added <br />expense but we can study the economics of it as to whether or not there would be enough of a <br />demand from the commercial side or people in the area that would support it so we can <br />consider that kind of investment on the top floor of the garage. <br /> <br />Commissioner Scholl said as a point of comparison, his son is in Miami Beach Rowing Club <br />at the Shane Center on 62nd Street and Collins A venue on Indian Creek. When Dr. Shane <br />gave his endowment to build that facility he insisted they put in an empty top floor with some <br />commercial catering facilities in it and it has become a great economic driver. The Rowing <br />Center has a person that helps lease it out and it is basically for weddings, etc., there is no <br />park associated with it and it has all surface parking. We can kill three birds with one stone <br />if we plan it properly. People need a reasonable cost facility and with the park adjacent to it, <br />it is a capper and so whatever demand there is for that it certainly would be an attractive <br />alternative for that kind of a venue. Vice Mayor Thaler said we can go out and get a caterer, <br />and Commissioner Scholl said if you put the infrastructure in, then they come to you. <br />Anybody can bring in anything they want, there is a basic kitchen requirement you put in, <br />they don't cook there necessarily but they bring all their catering supplies in. <br /> <br />Commissioner Gatto asked if there is a view of the ocean from there, and the Commission <br />said yes, you would also have the Intracoastal. Mayor Edelcup said particularly if you are <br />over the top of the garage, at that point you are overseeing the flyover. Mr. Castifieira said it <br />would be the same height as on the fourth floor of this building. <br /> <br />Commissioner Aelion said the design where you showed the ripple effect and the potential of <br />sharp edges, he would rather it be sloping down and not just a sharp cutting edge there. <br />Barry Miller said there is a 30-inch limit you can come up to without to provide liability, and <br />so we would have to put some kind of edging on there to prevent people from going over, we <br />will check that. Mayor Edelcup said one of the other considerations in building this park and <br />it is in a open area, is security and safety, we may have to address some sort offenced-in area <br />in the evening so we can lock up certain sections of the park. The garage stays open and <br />perhaps other areas can stay open but the main section of the park will probably need it, and <br />we need to think about that in this architecture design. Joe Milton said we will think about <br />that in the design, the park will be well lit, and they will put in fencing for security. <br /> <br />City Manager Cohen said regarding the cost, we have been presented with some initial cost <br />estimates and we hope to bring those to you next week as an add-on to our reorganization <br />plan discussion Workshop (January 26, 2012). Mayor Edelcup asked ifhe can also bring in <br />some of the concepts that we discussed tonight like the cost of a third floor. City Manager <br />Cohen said yes we have that as well as the numbers for everything that has been presented, <br />there are a couple of things that came up tonight that are new, we will see if we can get you <br />some figures on it. Vice Mayor Thaler said of all of them, the most important is the floor on <br />the garage, which was the consensus of the Commission. <br /> <br />8 <br />
