As a pre requisite to the appraisal, the City must furnish the appraiser with a written Planning Report(s) that identifies and quantifies any development rights of the whole ownership interest, and the impact, if any, on the ownership interest caused by the project. These rights may include on-site development or sale of development rights (TORs). To the extent development rights require time, permitting and cost, these must be quantified in the Planning Report. The appraiser will rely on the Planning Report for highest & Best Use and valuation analysis. As this assignment has the potential for use in an eminent domain action, the Planning Report must be completed by qualified experts in the area of land use, zoning, and all regulatory permitting which may pertinent to the property. The City will provide the appraiser with legal descriptions of the ownership interests required for acquisition, and available descriptions of the proposed project improvements. The fee for the preliminary appraisal work is $9,500, with an additional fee cap of $5,000 due for report completion after the City has provided the legal descriptions of the property to be acquired. An update appraisal of the same property and project within one year is $7,000. The appraisal can be submitted within 30 days from the City's written notice to proceed and receipt of the completed Planning Report and legal descriptions.
