As a pre requisite to the appraisal, the City <br />must furnish the appraiser with a written Planning Report(s) that identifies and quantifies any <br />development rights of the whole ownership interest, and the impact, if any, on the ownership <br />interest caused by the project. These rights may include on-site development or sale of <br />development rights (TORs). To the extent development rights require time, permitting and cost, <br />these must be quantified in the Planning Report. The appraiser will rely on the Planning Report <br />for highest & Best Use and valuation analysis. <br /> <br />As this assignment has the potential for use in an eminent domain action, the Planning Report <br />must be completed by qualified experts in the area of land use, zoning, and all regulatory <br />permitting which may pertinent to the property. <br /> <br />The City will provide the appraiser with legal descriptions of the ownership interests required for <br />acquisition, and available descriptions of the proposed project improvements. <br /> <br />The fee for the preliminary appraisal work is $9,500, with an additional fee cap of $5,000 due for <br />report completion after the City has provided the legal descriptions of the property to be <br />acquired. An update appraisal of the same property and project within one year is $7,000. The <br />appraisal can be submitted within 30 days from the City's written notice to proceed and receipt <br />of the completed Planning Report and legal descriptions. <br />
