<br />right to alter, combine, reduce, expand or cease any position. <br />(h) The right to set its own standards for services to be otlered to the public. <br />(i) The right to determine the location, methods, means and personnel hy <br />which operations are to be conducted. <br />OJ The right to determine what uniforms the employees are required to wear <br />while on duty. <br />(k) The right to set procedures and standards to evaluate City employec's job <br />performance. <br />(I) The right to establish, change, or modify duties, tasks, responsibilities, or <br />requirements within job descriptions. <br />(m) The right to determine internal security practices. <br /> <br />(n) The right to introduce new or improved services, maintenance procedures, <br />materials, facilities and equipment, and to have complete authority to exercise those rights <br />and powers incidental thereto, including the right to make unilateral changes when necessary. <br />(0) The right to control the use of equipment and property of the City. <br />(1') The right to formulate and implement depaJ1ment policy, procedures rules and <br />regulations. <br />Section 2. It is understood by the parties that every incidental duty connected <br />with operations enumerated in job descriptions is not always specifically described and <br />employees, at the discretion of the City, may be required to perform duties not within their <br />job description, but within the realm of related duties. <br />Section 3. Any right, privilege, or function of the City, not specifically released or <br />modified by the City in this Agreement, shall remain with the City. <br />Section 4. Notwithstanding any right or privilege inuring to an employee by virtue of <br />the formation of the bargaining unit or pBA status, all members of the Bargaining Unit <br />remain "at will" employees of the City. <br /> <br />- 7- <br />
