)

Permitting
Critical to the success of the project is to develop a thorough understanding of the current permitting
environment and process. Required permits for the improvements requested will include, but are not
necessarily limited to the following:

. Miami-Dade County Permit, Environment, and Regulatory Affairs (PERA) for impacts to stormwater
and any existing vegetation that may require a mitigation plan in order to receive permitting through
this agency. Because the project is less than 40 acres in size, no permitting through South Florida
Water Management District is anticipated.
. Utilities connections for water and electric will be required through North Miami Beach Public
Services and Florida Power & Light.
. Plans will need to be reviewed by the City of Sunny Isles of Beach internal departments.
. Unlike typical projects in Miami Dade County, the parks will also need to be reviewed by the Florida
Department of Environmental Protection, Florida Fish and Wildlife Service, and the Army Corps of
Engineers for coastal impacts. Our team has permitted four projects through these agencies in the
last five years and is currently working on two coastal projects requiring this level of permitting,
making our relationships at these agencies current. These particular agencies are the critical path
item of most significance. Depending on the nature of the work, permitting through these agencies
can take from 3-9 months.

100% Design Documents
At the 100% Design Document stage, all comments by regulatory agencies will have been addressed,
all permits will be obtained, and the City will have a full set of executable construction documents and
specifications.

Construction Administration

The Engineering Construction and Inspection Department at Chen Moore and Associates consists of
highly experienced professionals backed by years of experience and the latest technology. Public Information and Liaison with Community

The following section elaborates on the abilities of the staff to complete all required construction
administration tasks.

. Coordinating the bid process, analysis of bids received, and providing recommendation on the
award of construction contract
The Chen and Associates is very familiar with the entire bidding process. Recent experience
involved large construction contracts going to bid as part of the Broward County Neighborhood
Improvement Projects. However, in many instances, smaller contracts were processed for various
projects in municipalities throughout South Florida. At many different capacities, the Chen Team
can administer all the bid process needs of the City.
.
