Atkins North America, Inc.
2001 Northwest 107th Avenue
Miami, Florida 33172
Telephone: +1.305.592.7275
Fax: +1.305.599.3809
www.atkinsglobal.com/northamerica
May 1, 2012
City of Sunny Isles Beach
Sunny Isles Beach Government Center
18070 Collins Avenue
Sunny Isles Beach, Florida 33160
Re: Statement of Qualifications for Continuing Professional Architectural & Engineering Services Firms
Only (CCNA) – Urban Design (RFQ No. 12-04-02)
Dear Selection Committee:
Sunny Isles Beach operates like a larger city than its 22,000-resident population would suggest. With its prominent
part-time residents, world-class beaches and resorts, and extensive residential and commercial waterfront property, the
city can support important investments in its future growth and development that include master planning, housing
prototypes, open spaces, and pedestrian improvements. This places the city in a strategic position to proactively shape its
future in a cohesive, comprehensive, and sustainable fashion.
Atkins has a wealth of local resources to support the various Sunny Isles Beach initiatives, with professionals in Florida,
across the United States, and internationally. Our team of planners is led by Joseph Pobiner, FAICP-CNU-A, principal
planner, an award-winning master planner and urban designer, and one of the very few fellows of the American Institute
of American Institute of Certified Planners and one of the first professionals worldwide to earn the Congress for the New
Urbanism accreditation (CNU-A). He has led multiple projects in Florida as project manager.
Atkins has the desire and qualifications required to meet the City of Sunny Isles Beach’s needs, as defined in the request
for qualifications. We have assembled a strong and local team led by a local project manager with extensive experience
leading projects of a similar scope within Dade County. Atkins was founded with the primary mission to provide civil
engineering solutions to South Florida communities similar in size to Sunny Isles Beach. As such, we are committed to
the success of projects completed within this area. Most importantly, we are committed to working as your partner and
serving as your consultant of choice.
Our firm’s practice is based on a collaborative and multidisciplinary approach that creatively plans, designs, and
enables our clients’ projects. We offer the full-range of our firm resources to assist the City in the development of the
architectural, civil/environmental engineering, landscape architecture, and planning and urban design projects. Atkins has
the resources to provide all of the City’s requested services completely in-house, with a proven track record of helping
cities across Florida and the United States.
Founded in Florida, Atkins is a registered corporation in good standing in Florida. Our planning history began in 1960 with
the completion of Miami Lakes, one of Florida’s original master planned communities and an early model of new urbanism.
We have crafted our planning and urban design qualifications to address your stated needs, while concurrently arranging
them in an efficient order. This will result in a document that embodies the City’s vision for its future, encourages
inclusive input from all interested parties, and provides a process to implement these measures quickly and effectively.
This also includes a process that allows the City to make periodic updates in-house, as needed in the future.
We are very interested in working with you to achieve your goals for the future. Thank you very much for this
opportunity to provide our qualifications and interest in the City of Sunny Isles Beach. Should you have any questions,
please do not hesitate to contact me at 305.514.3383 or by email to larry.levis@atkinsglobal.com.
Sincerely,
Laurence Levis, AIA
Principal-in-Charge
