Budget Ordinance (Public Hearing) <br /> An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Adopting <br /> an Operating and Capital Improvement Budget for the Fiscal Year Commencing <br /> October 1,2012 through September 30,2013,Pursuant to Section 200.65,Florida Statutes; <br /> Authorizing Expenditures of Funds Established by the Budget; Authorizing Encumbrances; <br /> Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and <br /> Federal Law Enforcement Trust Funds; Providing for Post Audit; Providing for Severability <br /> and Providing for an Effective Date. <br /> (First Reading September 7, 2012) <br /> Action: City Clerk Hines read the title, and Assistant City Manager/Finance Shah reported. <br /> Public Speakers: Ted Harrison <br /> Ted Harrison, President of Ocean View Condominium Association, noted on the Budget that <br /> no bus shelters were going to be built this year, and the residents of his complex are very <br /> concerned. When Heritage Park was built they were told that the bus shelter for the children <br /> which was originally built by the City would be replaced. That has not happened yet. There <br /> is a bus shelter for the regular buses but we have 30-40 children along with parents at a time <br /> getting on those buses, sometimes in the rain. <br /> Vice Mayor Thaler said we put up a double shelter which is comparable to the shelter that <br /> was there. In terms of seating it winds up to be the same. This is the first complaint he is <br /> hearing as to the children not having an area. Although in the morning when he watches them <br /> they are sitting on the corner anyway, they are not under the shelter. There is usually plenty <br /> of room under the shelter where the kids could sit. We will look at that and take that into <br /> advisement and see what happens in the next week or so to see where they are and whether <br /> there actually are enough seats, and then we will get back to you. <br /> Mr. Harrison said originally there was a bus shelter which they moved further down but the <br /> kids get on right near the corner. There used to be a temporary shelter that the City had built, <br /> just an overhang basically to keep the rain off from them. Thirty (30)people could stand in <br /> that shelter at one time, that is what we are looking for, we are more concerned with the <br /> parents and the small children that wait out there for the bus. Commissioner Aelion said <br /> there are no shelters for the children in the area of Polo Tropical, or at the entrance of <br /> Poincianna, and so it is an issue. Acting City Manager Maas said tomorrow he will have a <br /> traffic officer and a school safety officer go out and do a time study and rotation. They were a <br /> part of moving that shelter down off that corner for safety reasons,and so we will do a safety <br /> study on that as well. <br /> Commissioner Aelion moved and Commissioner Scholl seconded a motion to adopt the <br /> ordinance.
