<br />City of Sunny Isles Beach |Request for Qualifications No. 18-02-01 18 <br /> <br />Section 3 <br />Scope of Services / Technical Specifications <br /> <br />3.1 SCOPE OF SERVICES <br /> <br />The selected firm shall demonstrate specific experience and capabilities and must have personnel qualified <br />through education and experience in the specified disciplines. The firm shall provide coastal erosion risk <br />and mitigation assessments, including but not limited to: data collection, construction layout, pro-active <br />cost effective short term and long-term solutions, innovative methods for beach preservation, restoration <br />and nourishment, and coastal monitoring. A detailed scope of work will be developed for each work orde r <br />issued. The Consultant shall be familiar with and experienced in conducting shoreline and wave modeling <br />procedures and analyzing accretion and erosional trends for the design of a nourishment project and for <br />acquisition of project permits. Consultant shall provide design, construction documents, construction <br />administration and various reports for Marine and Coastal engineering related projects. Consultant shall <br />apply for, process and obtain permits from various regulatory agencies. Successful respondents shall <br />comply with all local, state, and federal directives, ordinances, rules, orders, and laws as applicable to this <br />RFQ and subsequent contracting. <br /> <br />Firm must demonstrate experience with designing erosion mitigation structures (jetty’s, breakwaters, t - <br />groins, reefs balls, etc.). In addition, firm must be familiar with The Coastal Construction Control Line <br />Program (CCCL) an essential element of Florida's coastal management program, w hich provides protection <br />for Florida's beaches and dunes while assuring reasonable use of private property. Recognizing the value <br />of the state’s beaches, the Florida legislature initiated the Coastal Construction Control Line Program to <br />protect the coastal system from improperly sited and designed structures that can destabilize or destroy <br />the beach and dune system. Adoption of a coastal construction control line establishes an area of <br />jurisdiction in which special siting and design criteria are applied for construction and related activities. <br />These standards may be more stringent than those already applied in the rest of the coastal building zone <br />because of the greater forces expected to occur in the more seaward zone of the beach during a storm <br />event. <br /> <br />The Respondent shall perform functions including, but not limited to the following: <br /> <br />A. Beach/ Marine/ Intracoastal Waterway Engineering Services: Provide general mitigation <br />consultation for beach and intracoastal waterway, marine, field and underwater engineering and marine <br />inspections and survey, coastal construction supervision, feasibility analysis (economic and engineering) <br />general reevaluation reports, coastal construction design and permitting services. The Consultant should <br />have experience with and be prepared to assist the City in addressing Public Law 84-99 Flood Control and <br />Coastal Emergency Act, assessment and support related to emergency funding in the event of a storm <br />striking the City of Sunny Isles Beach. <br /> <br />B. Environmental Engineering Services: Provide general consultation, environmental engineering <br />design, construction documents, construction administration services, on -site representation, preliminary <br />budget estimates, and service to secure building and all other required permits and other Environmental <br />Engineering Services for the City of Sunny Isles Beach for miscellaneous Environmental Engineering <br />Projects. The Consultant may be requested to provide services related to hazardous waste remediation,
