CALL TO ORDER <br /> The meeting was called to order by Assistant City Manager Jorge Vera at 4:00 p.m.,with the <br /> following officials present: <br /> Grants Coordinator George Fisher <br /> Assistant City Manager/Finance Minal Shah <br /> City Clerk Jane A. Hines, CMC <br /> Assistant City Clerk Mauricio Betancur <br /> Grants Coordinator George Fisher presented opening remarks. <br /> B. DISCUSSION REGARDING A S200,000 APPLICATION FOR A LAND AND WATER <br /> CONSERVATION FUND GRANT (LWCF) FOR IMPROVEMENTS IN BELLA <br /> VISTA BAY PARK: <br /> Grants Coordinator George Fisher discussed the 2010 Land and Water Conservation Fund <br /> (LWCF) Grant for $200,000 for improvements and development of Bella Vista Bay Park <br /> located at 500 Sunny Isles Boulevard. There are three major phases of the development: 1) <br /> Replacement of the Seawall; 2) Minor repair and refurbishing of the docks; and 3) <br /> Development of the Park. Right now the Park is open space with grass. Next to the Park is <br /> the Sunny Isles Drawbridge, and the City has a lease with the Florida Department of <br /> Transportation (FDOT) for the land under it. The City has improved it, made it a park-like <br /> setting, and provided 65 parking places that will serve the traffic that we hope will use the <br /> Park. <br /> Mr. Fisher said that the next function is the concession and restroom area which is going to <br /> be installed, and there is going to be an area that the City hopes to contract out for <br /> refreshments with a vendor, etc. There are park benches, extensive landscaping, and a <br /> gazebo which is suitable for picnicking. The docks are structurally sound, they need some <br /> minor planking, etc., and we are hoping to do that at the same time that we reconstruct the <br /> seawall. This started out as a repair to the seawall, but now it has collapsed,and we have to <br /> completely reconstruct it. At the same time the docks will be brought up to current ADA <br /> standards, etc. He noted one correction, we are showing a kayak launching facility next to <br /> the docks, we had later been told that the United States Army Corp. of Engineers does not <br /> allow launching and using kayaks in the Intracoastal Waterway, and so that will be changed <br /> into something else. <br /> Mr. Fisher said that the most important is the restroom concession area and what little green <br /> area there is, approximately half an acre, it is suitable for picnics and walking. Next to it in <br /> the parking area, since it has been landscaped with medians, etc., it is suitable for bicycles. <br />
