Silvia holds a Bachelor’s degree in Architectural Studies and a Master’s degree in Urban Planning from the University of Kansas. Silvia’s practice focuses on helping local governments design and execute creative planning processes to engage their stakeholders. Silvia’s work includes many comprehensive and strategic plans; visioning, neighborhood, district, downtown and corridor plans; grant preparation; parks and recreation master plans; institutional campus master plans; and site-scale planning. Her efforts have been recognized with numerous awards and speaking opportunities. Silvia is actively engaged in advancing the planning profession through APA, both locally and nationally. She currently serves a 4-year term on the AICP Commission. The goals were to build on Bridge to the Future’s vision of an efficient, cohesive, interconnected system of parks and open spaces, and to give the parish a framework for strategic, equitable decision-making about parks and recreation. One of the challenges was to reduce a disproportionate fiscal burden caused by the need for duplicate facilities, equipment, programming and personnel on each side of this river parish. The master plan included an objective evaluation and prioritization framework for existing park sites based on factors of accessibility, utilization, and recreation value. The master plan recommended that the parish consider disposing of lowest ranking sites by exploring lease terminations or ownership/maintenance transfers (e.g., to homeowners’ associations). The plan also shifted the parish’s focus to the provision of fewer larger, more centralized community or large neighborhood parks rather than many smaller, scattered neighborhood parks or pocket parks. Immediate site opportunities and future target areas were identified, based on the 2030 Future Land Use Map. In the aftermath of several accidents in which OHV drivers were injured while riding their OHVs on the street, due to the lack of dedicated facilities, the OHV-enthusiast community clamored for the County to help provide a safe environment for their activity. In the study, Silvia and her team studied best national practices for OHV-trail facilities, developed a set of criteria for identifying and ranking sites, and then proceeded to apply the criteria to find, characterize and rank 15 sites publicly owned throughout Miami-Dade County. The long list was further narrowed by applying a second tier of criteria, as well as though the input of stakeholders in the public engagement process. The stakeholder engagement, which required a great degree of tact, included multiple OHV-enthusiast organizations, various County and external agencies, and property owners adjacent to the sites. The plans were based on public input gathered during design charrettes conducted with stakeholders from each small area. Each plan includes urban design principles, proposed land use, connectivity opportunities, mobility improvements, open space plans, and a proposed street section.
