14CES Consultants ● City of Sunny Isles Beach RFQ No. 18-11-01 <br />our Team’s experience in <br />permitting speaks for itself <br />in the myriad of projects <br />that we have performed, <br />collectively and individually. <br />The CES Team brings <br />Moffat and Nichol as our <br />environmental permitting <br />experts. The existing <br />seawall will be evaluated <br />to determine if the <br />existing structure can be <br />modified/rehabilitated or <br />if replacement is required. <br />The outfall discharge <br />velocities will be carefully <br />reviewed from the <br />proposed pump station, <br />and most likely a dissipator <br />structure will be required. <br />The team has experience <br />with designing a new sheet <br />pile wall and incorporating <br />the outfall dissipation into <br />the reinforced concrete <br />cap. Clean-out and <br />maintenance structures will <br />be incorporated into the <br />design, and the bulkhead <br />elevation will likely be <br />raised to an appropriate <br />elevation consistent with <br />local resiliency planning. <br />The new bulkhead will <br />provide a long, 30+ year, service life with minimal maintenance for <br />this important infrastructure project. Depending on the final design <br />of the outfall discharge, backflow preventers may be incorporated <br />into the design to eliminate tidal waters, especially during “king tide” <br />conditions, from entering the stormwater management system. <br />Accessibility and Safety <br />The CES Team is well experienced working in Miami Beach, and we <br />are very aware of the importance of public involvement and keeping <br />the public informed of milestones and potential impacts that may <br />be caused during construction. Our comprehensive understanding <br />of construction, will also provide the City of Sunny Isels Beach with <br />a design that will provide safe roadway access for vehicles and <br />pedestrians, provide a safework zone for the construction workers, <br />as well as to allow access to the public works facility during the <br />duration of the project. For the project, we will produce a MOT <br />plan consisting of general notes, phasing notes, typical sections, <br />phasing plans, and special details. Construction activities affecting <br />sidewalks and/or pedestrian crossings will include a Pedestrian Traffic <br />Control Plan complying with FDOT Index 600 and 660. Accessibility <br />considerations will be addressed. The plan will be developed utilizing <br />the latest Manual on Uniform Traffic Control Devices (MUTCD) Typical <br />Applications (TA) and <br />the FDOT 600 Series <br />Standard Indices <br />where applicable. The <br />MOT plans will also <br />be coordinated with <br />Miami-Dade County <br />Transit, FDOT, Miami- <br />Dade County Traffic, <br />City Fire District, City <br />School District, City <br />Police Department, <br />and City Traffic, <br />Parking, Trolley, and <br />other relevant project <br />stakeholders. We will <br />especially coordinate <br />with adjacent property <br />owners in maintaining <br />ingress and egress to <br />properties, including <br />businesses and access <br />for emergency vehicles. <br />Public Outreach <br />The location of the work <br />presents a significant <br />“nontechnical” <br />challenge, as well as <br />working in and around <br />the exclusive Golden <br />Shores Community. The <br />CES Team understands how to be sensitive to the concerns of these <br />key stakeholders. We have worked with stakeholders in many projects <br />and have a clear understanding of how to integrate the stakeholders <br />into the success of our projects, keeping them informed, addressing <br />any concerns that arise and seeking mutually acceptable solutions <br />to keep the project moving. The Public Information Team aims to <br />serve as the main point of contact for delivering all messages and <br />coordinating project specific materials to the City and stakeholders. <br />We intend to work with City’s Public Information Liaison to provide <br />information for public dissemination, coordinate and attend all <br />outreach activities throughout the life of the project.
