Winflow or AnAgSim) are more complex but still relatively easy to set up. Finite -difference and finite - <br />element models (Modflow and FEFLOW) are more difficult to set up but can address much more complex <br />conditions. Cost of modeling generally increases with complexity. <br />When we have an option, we choose our groundwater models based on the needs of each project, <br />requirements of the regulators, time available and cost. Since January 2010, we have used analytic <br />models to help us select the pump and design pumping level of 2 public supply water wells in <br />Okeechobee County, used an analytic model to predict the future impact of a public water supply well <br />system in Martin County, and served as a consulting expert to review the design of a numeric Modflow <br />model to determine if it accurately predicted the water -table drawdown around a major wellfield (PBC <br />System 9) in Palm Beach County, and served as a consulting expert to SJRWMD to review the design of <br />a Modflow model in Volusia County, Florida. <br />Field Services and Testing <br />"Going in the field" is typically the first assignment for a junior geologist. We provide field services at a <br />competitive fee but much greater level of expertise. Two examples of projects we have performed are <br />onsite hydrogeologic services during construction of 2 public water supply wells at the Fort Drum Service <br />Plaza on Florida's Turnpike, and coordination of the construction of irrigation wells on Jupiter Island. For <br />both projects, our responsibilities included interpreting drilling reports and data, and test data to <br />recommend and assist in selecting the completion depth and screen interval that would produce at the <br />optimal rate and deliver a stable water quality. <br />Consulting Expert and Expert Witness <br />We have been involved several times in cases involving potential litigation. In many cases, a Tessier <br />Consulting, LLC representative consults during pre-trial proceedings, advising the attorney about the <br />additional materials that need to be obtained, and the inquiries that need to be made of the deposed. In <br />other cases, a Tessier Consulting, LLC, representative may also serve as a testifying expert. In <br />preparation for trial or administrative hearing, the testifying expert may review all pertinent data, reports <br />and test results, prepare an expert witness report, testify regarding site conditions, and assist the attorney <br />with post -verdict filings. <br />We were requested to review data and records compiled during construction of 2 Floridan Aquifer wells <br />for public water supply in the Town of Manalapan. The case involved the potential liability of a <br />hydrogeologic consulting firm in the design, construction and testing of the wells. Although both wells <br />were constructed to the same specifications, one of the wells produced at half the pumping rate of the <br />other well. Tessier Consulting, LLC, reviewed the available construction logs and test results and advised <br />the Town's attorney regarding the appropriate inquiries during depositions of the key players. <br />116 <br />
