MEMORANDUM
TO: Honorable Mayor and City Commissioners
VIA: Susan Simpson, Acting City Manager
FROM: Edward Santiago, Chief of Police
DATE: October 15, 2026
RE: Ratify an Agreement with Millenium Products Inc. for the Relocation of
Automatic License Plate Reader Systems
RECOMMENDATION:
This item is being presented for consideration by the City Commission.
REASONS:
The City Commission is requested to ratify an agreement with Millennium Products, Inc. for the
relocation of the City's Automatic License Plate Reader (ALPR) infrastructure currently installed within
Florida Department of Transportation (FDOT) rights -of -way. The agreement provides for the removal,
relocation, installation, testing, and restoration of affected ALPR equipment to locations outside of
FDOT-controlled property in order to maintain the operational effectiveness of the City's public safety
technology network.
This action is necessary to comply with a directive issued by FDOT Chief Operating Officer Will Watts on
August 31, 2026, requiring local agencies to remove Automatic License Plate Reader systems located
within FDOT rights -of -way within thirty (30) days of the directive. Failure to relocate the equipment
within the prescribed timeframe could result in the loss of ALPR coverage at critical ingress and egress
points throughoutthe City and place the City in noncompliance with FDOT requirements.
The proposed services are being procured through General Services Administration (GSA) Contract No.
Item Number: 9.13
85
GS-07F-0031W, which provides competitively solicited pricing. By utilizing the General Services
Administration (GSA) Contract, the City leverages a competitively procured federal purchasing vehicle
that provides access to fixed, nationally negotiated' pricing. The proposed pricing is sourced from the
authorized Federal Supply Schedule (FSS) under the Security & Protection, Industrial Products &
Services, and Transportation & Logistics Services categories. This approach enables the City to benefit
from the federal government's purchasing power, ensuring competitive pricing, streamlined
procurement, and compliance with established procurement standards.
The agreement includes all labor, materials, equipment and associated services necessary to complete
the relocation project. The total not -to -exceed amount of the agreement is $173,156.50, which includes
a 10% contingency to address unforeseen site conditions and additional work that may be required
during construction and installation activities.
Approval of this agreement will ensure continued operation of the City's ALPR system, preserve an
important public safety resource used to support crime prevention and criminal investigations, and
ensure compliance with the FDOT directive requiring removal of ALPR equipment from state rights -of -
way. The timely completion of this project will allow the City to maintain critical vehicle detection
capabilities while avoiding disruption to existing public safety operations.
