• <br /> ORDINANCE NO. 2016- y 80 <br /> AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF <br /> SUNNY ISLES BEACH, FLORIDA, ADOPTING THE EVALUATION <br /> AND APPRAISAL REPORT AND REPORT-BASED TEXTURAL <br /> AMENDMENTS TO THE CITY OF SUNNY ISLES BEACH <br /> COMPREHENSIVE MASTER PLAN AND IN PARTICULAR, <br /> AMENDMENTS TO THE COMMUNITY VISION STATEMENT, <br /> FUTURE LAND USE ELEMENT, TRANSPORTATION ELEMENT, <br /> HOUSING ELEMENT, RECREATION AND OPEN SPACE ELEMENT, <br /> CAPITAL IMPROVEMENTS ELEMENT, COASTAL MANAGEMENT <br /> ELEMENT, INFRASTRUCTURE ELEMENT, CONSERVATION <br /> ELEMENT, INTERGOVERNMENTAL COORDINATION ELEMENT, <br /> EDUCATIONAL FACILITIES ELEMENT, MONITORING AND <br /> EVALUATION AMENDMENTS; APPROVING THE TRANSMITTAL <br /> OF THE REPORT TO THE DEPARTMENT OF ECONOMIC <br /> OPORTUNITY IN ACCORDANCE WITH SECTION 163.3191, <br /> FLORIDA STATUTES; PROVIDING FOR SEVERABILITY; <br /> PROVIDING FOR REPEALER; PROVIDING FOR INCLUSION IN <br /> THE CODE; PROVIDING FOR AN EFFECTIVE DATE. <br /> WHEREAS, the Florida Legislative intends that local planning be a continuous and on <br /> going process; and <br /> WHEREAS, Section 163.3191, Florida Statutes, directs local governments to <br /> periodically assess the success or failure of the adopted plan to adequately address changing <br /> conditions and state policies and rules, and ; and <br /> WHEREAS, the City of Sunny Isles Beach has completed its Evaluation and Appraisal <br /> Report pursuant to the requirements of Section 163.3191(2), Florida Statutes; and <br /> WHEREAS, the City transmitted the Evaluation and Appraisal Report to the Department <br /> of Economic Opportunity after adoption of the Report on First Reading; and <br /> WHEREAS, the Department of Economic Opportunity found it to be sufficient; and <br /> WHEREAS, the City held and advertised town hall meetings with residents, business <br /> owners to provide for public participation in the process in accordance with Chapter 163, Florida <br /> Statutes; and <br /> WHEREAS, the Local Planning Agency has reviewed the Evaluation and Appraisal <br /> Report and the City has responded to objections and comments issued by the Department of <br /> Economic Opportunity; and <br /> Ear Amendment Draft Second Reading Ordinance 2016 <br /> Page 1 of 3 <br />
