(RJ Behar) is most pleased to submit five (5) original paper proposals for Qualification NO.07-03-01 for the North Bay Road Pedestrian and Emergency Vehicle Bridge that will connect North Bay Road from N.E.1741h Street to N.E. 172nd Street, together with The Town Center Park observation Deck and Boardwalk. We are confident that we can provide you with the quality professional services you need for successful completion of this contract. From its foundation in 1999 to date, our company has secured contracts with agencies such as the Florida Department of Transportation, South Florida Water Management District, Miami-Dade County, Broward County, Palm Beach County and the cities of Miami Beach, Hialeah, Southwest Ranches, Miami, Miramar, Sunrise, Coral Springs, Hallandale Beach, Miami Gardens, Fort Lauderdale, Lauderdale Lakes, Lauderhill, and Town of Davie. We look forward to develop the same relationship with the City of Sunny Isles Beach. . Our Team will be complemented with the following firms: Media Relations Group, LLC................... (Landscape Architects) HR Engineering Services, Inc.................. .(Geotechnical Engineering) PROJECT ISSUES Introduction This proposal describes our approach for meeting the City's objectives for the improvements of the above mentioned reference. The RJ Behar Team has researched this project thoroughly. Specifically, we have: 1) reviewed the scope of services, 2) visited the site on several occasions, and 3) obtained raster aerials and photographs. Through this detailed research we understand the existing conditions, technical requirements, and the stakeholders' interests. A list of those key issues are presented and discussed further on our Project Approach. . PROJECT APPROACH Transportation engineering projects are approached to address the: 1) motorist safety and security, 2) value to the customer in the form of time savings and convenience and 3) preservation of the owner's investment. To adequately address the following issues RJ Behar will provide a staff whose objectives will be to: 1) provide a quality product and service, 2) adhere to an agreed schedule, and 3) apply value analysis principles. Our project approach is best summarized as follows: Field Review A field review-scope meeting will be held prior to submitting our final staff hour proposal. At this meeting we will review the project issues and a definition of the work will be included in our scope of services. RJ Behar will invite a multidisciplinary team, the key individuals from the project, in order to seek input from the various specialists (roadway, environmental, drainage and structures.) Data Collection Upon receipt of notice to proceed, we will proceed with the data collection. All the information that will be needed will be processed through our project manager.
